Subject Area:
Personnel
4.1 Support for Staff Development
AASB supports funded opportunities and sufficient resources for quality and relevant staff preparation and demonstrably effective continuing development in both urban and rural settings for those educating Alaska's public school students. This includes, but is not limited to:
State training programs through postsecondary and other institutions (e.g. RANA-Rural Alaska Native Adult education program out of Alaska Pacific University and REPP-Rural Education Preparation Program out of University of Alaska Fairbanks). Quality in-service programs at the local level. Necessary training for paraprofessionals and special needs educators. Rationale . Perhaps the greatest factor affecting the ability of the state's students to master Alaska's student performance standards is the quality of the teacher who delivers classroom instruction to the student. Compounding this critical concern is the shortage of qualified teachers administrators and paraprofessionals. Issues such as teacher, administrator and paraprofessional recruitment, distribution, preparation, and in-service continue to impact the supply and retention of qualified staff. While the state has recently increased efforts to attract teachers and staff from both conventional and non-traditional sources and to more effectively prepare teachers, the promise of these efforts has yet to reach most school districts.

American Indian/Alaska Native Education: An Overview
Jon Reyhner, Northern Arizona University
Introduction After four centuries of precipitous population decline to a low of about 237,000 in 1900, American Indian and Alaska Native populations in the United States began to increase at the turn of the century. That increase now is accelerating. According to the United States Census, the Native population of the United States more than doubled between 1970 and 2000, from one million to almost two and half million. Half of this population lives in urban areas and less than a third on Reservations. The 2,476,000 Native Americans represent some 500 different tribes, each with its own unique culture, and 200 surviving languages. But as population increases, American Indian languages and cultures are being lost, partly as a result of federal and state education policies over most of the last two centuries that called for the "Americanization" of Indian students. A note on terminology is necessary here. I will follow terminology chosen by the Indian Nations at Risk Task Force. They preferred to use the term

Verner Wilson III
Verner Wilson is the son of Verner Wilson of Dillingham and Jackie Wilson from Savoonga/Nome. He first became involved in environmental issues through an Alaska Youth for Environmental Action-sponsored trip to Juneau. Since then, his infectious spirit has inspired others to become involved and aware of environmental health in his Dillingham community. Verner launched the Dillingham AYEA chapter. He has received statewide recognition of his efforts, including a 2003 Spirit of Youth Award for his efforts to maintain a healthy environment where Alaska Natives can continue their cultural traditions. He spoke on Persistent Organic Pollutants (POPs) as a youth panelist at the Alaska Native Health Board in 2003. At the conference, he stated: “To continue our traditional ways and to pass them on to our children…we must protect our environment, our animals and their habitat. By protecting these things, we are protecting our tradition, culture and way of life.”

House race draws 3 Haines candidates By Kristin Bigsby Seven candidates are officially in the running for the state House of Representatives District 5 seat currently held by Angoon Democrat Albert Kookesh. Others include Kathy Leary (D-Gustavus), Dewey Skan (D-Klawock), Gary Graham (R-Cordova) and Doug Rhodes (R-Craig). The wide-ranging district spans from Metlakatla to Cordova and includes Haines and Skagway. Strong and Skan described their bids for office in earlier editions of the newspaper. More detailed interviews with all state House and Senate candidates will be featured closer to the election. June’s priorities: fully funding education "every year," getting the Legislature to address a long-term fiscal plan for the state that does not rely on dismantling the permanent fund, and developing infrastructure within rural Southeast Alaska. "In order for the economy to grow, we need to have affordable electricity, adequate telecommunications systems…and improved ferry service. Those are three areas I’m anxious to work on to meet the needs of small villages and large communities in our region."
