Teacher Test Accountability:
From Alabama to Massachusetts

Abstract
Given the high stakes of teacher testing, there is no doubt that every teacher test should meet the industry guidelines set forth in the Standards for Educational and Psychological Testing . Unfortunately, however, there is no public or private business or governmental agency that serves to certify or in any other formal way declare that any teacher test does, in fact, meet the psychometric recommendations stipulated in the Standards.

What is the Interstate Contract?
The NASDTEC Interstate Contract facilitates the movement of educators among the states and other jurisdictions that are members of NADTEC and have signed the Contract. Although there may be conditions applicable to individual jurisdictions, the Contract makes it possible for an educator who completed an approved program and/or who holds a certificate or license in one jurisdiction to earn a certificate or license in another state or jurisdiction. For example, a teacher who completed an approved teacher preparation program in Alabama generally will be able to earn a certificate in Georgia. Receiving states may impose certain special requirements which must be met in a reasonable period of time. If you completed an approved teacher education program and/or hold a valid teacher's certificate or license in one state and seek certification under the terms of the NASDTEC Interstate Contract, contact the teacher certification/licensure office in the intended receiving state or jurisdiction. E-teacher's responsibilities responsibilities course catalog technical info become an e-teacher ... home AOHS offers an incredible teaching experience to certified Alabama teachers who become certified e-teachers. Teaching students online is different from traditional classroom teaching.
  • The asynchronous nature of AOHS courses allows the e-teacher and the students work on their own schedules. The written and taught curricula become one and the same, allowing the e-teacher much more time to engage with individual students in content-rich "conversations." The quality and quantity of the conversation increase, especially from those "marginal" students who often don't participate in traditional settings. Most e-teachers actually report that they get to know their online students better than traditional students. Much of the routine work that goes along with traditional teaching is either completed online or is no longer relevant. You can do what you're good atteaching.
Expectations
  • E-teachers are required to provide a fresh welcome page (announcement) to the students every day. E-teachers are required to engage with each student every day or to report a student's absence to an onsite mentor (site coordinator).

The Alabama Professional Education Personnel Evaluation Program (PEPE) addresses the resolution adopted by the State Board of Education in July, 1988 establishing policies and procedures requiring the development of a professional education personnel evaluation system in each local school system. However, in the event that any local board of education does not develop such an evaluation system, it is required to use the evaluation system developed by the State Department of Education. The research-based criteria used in the evaluation of professional education personnel were developed by a task force who represented superintendents; supervisors; elementary, middle, and secondary principals and teachers; business/industry; parents; school boards; higher education; specialty areas; and professional organizations and associations.

December 09, 2004 Governor Riley and Alabama Board of Education Approve Teacher Testing Agreement
MONTGOMERY - Following a 23 year absence from Alabama classrooms due to a long-running lawsuit, subject-matter testing of new teachers may soon become a reality again. Today, the Alabama Board of Education approved a second amended consent decree to require high-quality subject-matter testing for those who want to teach in the state. Governor Riley serves as President of the Board. The revised consent decree the state Board of Education approved today will enable the Alabama Department of Education to comply with federal law. Alabama will use the PRAXIS II series of tests, developed by Educational Testing Service, to measure subject-matter knowledge of teacher certification candidates. The first use of PRAXIS II tests for actual certification of teachers wanting to work in Alabama classrooms could occur in early 2006. Alabama is the only state in the nation not allowing subject-matter testing of prospective teachers. The approved consent decree by the state Board will now be considered for final approval by Federal Judge Myron Thompson in a Fairness Hearing in Montgomery on Dec. 14.

The Cullman Times FAIRVIEW — Three more Cullman County teachers have joined the ranks of
National Board Certified Teachers. Sherry Bailey, Jacqueline Hill and Pamela Livingston received notification of their certification shortly before Thanksgiving. Tammy McMinn, a former Fairview Middle School teacher who now teaches in the Blount County school system, also earned certification. Hill decided to go through the year-long certification process to see if she could do it. “I saw it as a personal challenge,” Hill said. The process was beneficial to Hill. “I learned where I need to improve. It really helped me pick apart my own thinking,” she said. “Some of the questions they ask really made me think.” Unless someone has gone through this process, Hill said, it’s difficult to understand. “Even if I didn’t pass, it was still worth it,” she said. “I’m ecstatic I did pass. I grew so much as a teacher.” Hill teaches third grade at Fairview Elementary School. Bailey teaches eighth-grade English and career development at Fairview Middle School.
