ccompanying the increased focus on student testing in the schools, some states, including Massachusetts, are rushing to test prospective and currently employed teachers. Unfortunately, there is no evidence to support the claim that standardized tests predict who will be a good teacher. The teacher tests in Massachusetts and New York were developed by National Evaluation Systems, the same company that created the controversial and doomed Alabama teacher test more than ten years ago. In 1987, the first issue of FairTest's newsletter, the Examiner reported on a legal victory won by four black teachers in their lawsuit against the state of Alabama. Their suit charged that the state's teacher-certification exam discriminated against blacks, violating their 14th Amendment protections and federal civil rights laws. In an out-of-court settlement, subsequently upheld by the U.S. Court of Appeals, the State Board of Education in Alabama agreed to develop new tests and not to use the test as the sole criterion for certification. The state also agreed to pay the plaintiffs $500,000. In 1989, we reported on the

What to find out what the certification/licensure regulations are in other states? NASDTEC What is the Interstate Contract? The NASDTEC Interstate Contract facilitates the movement of educators among the states and other jurisdictions that are members of NADTEC and have signed the Contract. Although there may be conditions applicable to individual jurisdictions, the Contract makes it possible for an educator who completed an approved program and/or who holds a certificate or license in one jurisdiction to earn a certificate or license in another state or jurisdiction. For example, a teacher who completed an approved teacher preparation program in Alabama generally will be able to earn a certificate in Georgia. Receiving states may impose certain special requirements which must be met in a reasonable period of time. If you completed an approved teacher education program and/or hold a valid teacher's certificate or license in one state and seek certification under the terms of the NASDTEC Interstate Contract, contact the teacher certification/Licensure office in the intended receiving state or jurisdiction.

(b) The Legislature recognizes that the National Teacher Examination (NTE) or some component thereof is utilized as an examination for teacher candidates in 33 states, including the majority of our surrounding southern states. It is therefore the intent of the Legislature that the commission select a nationally recognized pre-certification examination such as the NTE for initial certification of teacher candidates in Alabama. The commission is directed to determine the conditions, if any, which must be satisfied for use of the NTE for the purposes set forth herein. The commission is further authorized to utilize all means necessary to comply with such conditions so as to allow usage of the NTE as an entry-level pre-certification examination for teacher candidates in Alabama, or to otherwise promote full implementation of this section. In the event that the commission is prohibited from utilizing the NTE, its successor examination, or a component of either, for pre-certification, after exhausting all available remedies, then the commission is authorized to designate or develop a pre-certification examination. Such examination shall adhere to generally accepted test construction methodology and those test construction practices reflected in the NTE, and shall permit evaluation of functional academic skills of teacher candidates including but not limited to, reading, writing, and mathematics.

Farris, Chairman October 24, 2003 The Myth of Teacher Qualifications by Chris Klicka, Senior Counsel for Home School Legal Defense Association Only the National Education Association and some of the other members of the educational establishment continue to defend teacher certification and high qualification standards for homeschoolers, in spite of the overwhelming research against the need for such teaching standards. Their vested interest in certified teachers may explain their blindness to the facts. Homeschoolers need to remain constantly informed. For example, a few years ago the Kansas School Board Association made an unsuccessful attempt to get House Bill 2392 passed which would have required homeschoolers to be certified. This report summarizes research and opinions of professional educators, confirming the absence of a positive correlation between teacher qualifications and student performance. There is also a clear trend in the legislatures and the courts away from enacting or enforcing certification and other teaching standards to restrict homeschoolers. Research and Researchers Which Expose the Myth of Teacher Qualifications One of the most significant studies in this area was performed by Dr. Eric Hanushek of the University of Rochester, who surveyed the results of 113

All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education.
