Put all that together and North Carolina offer perhaps the perfect affordable place to retire. Click here to find the best place to retire in Alabama. Find a alabama retirement community The state of Alabama has been known nationally for conservative values, its preoccupation with college football and involvement with the national space program, but the state has much to offer to prospective retirees seeking natural beauty, a slower pace of life and a strong business climate.
Quality of life is important to Alabamans, as they will tell you through sugar-thick Southern accents. Much of Alabama is rural, so there are lots of communities with great town squares, friendly people and antebellum homes with sweeping verandas. Among the things that Alabamans relish are friendly neighbors, good home-cooked food, golf, hiking, hunting and fishing, gorgeous gardens, Festivals, traditional music and genteel social events (that often center around the local church). People in Alabama respect their heritage and enjoy the annual Alabama-Auburn rivalry that has been going on for decades.
About 4.5 million people call Alabama home and while business hotbeds like Huntsville and Birmingham continue to attract lots of younger job-seekers, there are many areas of the state that are making a big push to attract retirees. The overall state growth rate during the 1990s was steady, but not earth shattering, so people are still finding out about the advantages of living in Alabama. The average home price statewide is about $124,000; in a metropolitan area like Birmingham, average prices are about $10,000-12,000 higher.

From plateaus and uplands in the northeastern section of the state, the land slopes gradually southward across forested ridges, rolling prairie, and fertile valleys to the delta of the Mobile River on an arm of the Gulf of Mexico. Alabama can be divided into five natural regions: the Appalachian Plateaus, the Ridge and Valley province, the Piedmont, the Interior Low Plateau, and the Gulf Coastal Plain. The Appalachian Plateaus, the Ridge and Valley province, and the Piedmont together make up part of the vast Appalachian Region, or Appalachian Highland. The Appalachian Region, in Alabama, extends across much of the northern half of the state in a northeast-southwest direction. The northwestern part of the region is the Cumberland Plateau, which is one of the Appalachian Plateaus. It is an almost level sandstone upland that averages about 1,300 ft above sea level and is drained by the Tennessee and Black Warrior rivers. The Ridge and Valley province is made up of sandstone ridges paralleled by fertile limestone valleys. The ridges impose a distinctive northeast-southwest trend on the local pattern of rivers, railroads, and highways. The meandering Coosa River is the main stream of the Ridge and Valley province. Southeast of the Coosa lie the rugged Talladega Mountains, which rise to 2,405 ft above sea level at Cheaha Mountain, Alabama’s highest point. Between the Talladega Mountains and the Georgia state line on the east is the Piedmont Plateau, a large area with numerous low hills and ridges.

"Community Counts: Measuring Progress in our Region," funded by The Community Foundation of Greater Birmingham, contains more than 85 quality-of-life indicators for the 12 counties that were defined as the Region 2020 footprint in 1997. At eight community meetings on April 5, the complete report was unveiled by Region 2020 and its partners in the project: The Community Foundation of Greater Birmingham , the Public Affairs Research Council of Alabama , the Regional Planning Commission of Greater Birmingham and the United Way of Central Alabama By studying the workforce and commuting patterns of areas surrounding Birmingham and considering the projected growth of its surrounding counties, the group that started Region 2020 decided that its boundaries should include Jefferson County and the 11 other counties whose borders fell within a one-hour drive of Birmingham.

http://www.aces.edu/department/grain/Sykb0897.htm
The Karnal bunt Regulatory Issue in Alabama and Recommendations for Improving Current Regulations
Overview of Alabama's Experience with APHIS' Karnal bunt Regulations.
there has not been one case where Karnal bunt has reached a sufficient infection level to cause economic damage on wheat in the United States. Moreover, not one single Karnal bunt damaged grain has been found in the southeastern United States
Meanwhile, Dr. Mask and I began organizing resistance in the state against imposing a Kb quarantine of any type. Our opposition was based on the fact Karnal bunt was not a threat to wheat production in this country and the fact that a Kb quarantine would destroy the state's and region's commercial wheat industry. State farm organizations, industry, and farm leaders were contacted within the state. Outside the state, wheat scientists, wheat industry leaders and key wheat producers were approached asking for their support in resisting Kb regulatory action. News articles highlighting the negative impact of Kb quarantines were sent to farm magazines and news papers throughout the southeast and other wheat producing regions across the United States. A series of state meetings were held in late January. Speakers from the southwest who had experienced the full impact of the Karnal bunt quarantine recounted problems created as a result of this regulatory action. By late January 1997, Alabama wheat producers were completely frustrated. Producers had to make critical decisions whether to continue wheat production and make costly herbicide, fertilizer, and fungicide applications or abandon their crops. These decisions hinged on whether or not a quarantine would be enforced. Consequently, APHIS' delay in announcing its intention for regulatory action cost Alabama wheat producers millions of dollars in production losses. In response, large numbers of the state's wheat industry farmers and leaders contacted their senators and congressmen, demanding something be done about the quarantine.
