Habitat Restoration: The Silver Lining in Alabama's Hurricane Recovery
"This [project] was a real silver lining to the nightmare we called Ivan." Carl Ferraro,
Alabama Department of Conservation and Natural Resources O ver two days last September, the Gulf coast of Alabama was thrashed by up to 130 mph winds and flooding caused by Hurricane Ivan. In addition to lost lives and damaged homes and businesses, the surging Gulf swept away massive amounts of sand, opening new island breaches, blocking navigation channels, and leveling extensive dune fields and sensitive habitat at Gulf State Park. In the wake of the storm's devastation, federal, state, and local coastal resource managers quickly joined forces to simultaneously dredge Perdido Pass for navigation and restore beach and natural habitat. The adroit collaboration saved time and taxpayers' money. The restored dune system "isn't exactly what we had before the storm, but it's pretty close," says Carl Ferraro, natural resource planner for the Coastal Section of the State Lands Division of the Alabama Department of Conservation and Natural Resources. "This [project] was a real silver lining to the nightmare we called Ivan." An established working group, the availability of previous beach surveys, and the additional flexibility provided in an emergency situation were all necessary components for the project's success.

His work has been published in every form currently available, including CD ROM and internet, and has been included in numerous books. His publishing credits are numerous and listed elsewhere on this page. "My extensive experience in nature and wildlife photography has endowed me with a broad based knowledge of these fields, yet I feel that I learn something from every image that I create. If nothing else, it teaches me that humankind still has a great deal to learn about our environment. My heritage is part Cherokee, and I think we could all benefit from Native American ideas about living on, and with, the 'Mother Earth.' "A friend, who is associated with the Alabama Museum of Natural History, once stated that we silly humans 'are more concerned with fashion, or soap operas on television, than we are about the environment in which we live.' I think he has hit right on the mark! My observations of our natural world indicate that our mindless development of the land and consumption of its resources are approaching disaster proportions. If we do not begin a responsible stewardship of our environment, a day will come when we all will live in a 'virtual world' whether we wish to or not."

Listed below is the contact information for each state's Fish and Wildlife Department. Before purchasing an exotic bird or moving to a different state, please contact your local department to ensure the bird you are acquiring or moving is legal within your state. While I try to keep this list updated annually, it is advisable to call the appropriate State Wildlife Department to ensure that no changes have been made regarding the legality of keeping Quaker parakeets. And in response to many similar questions that I have received over the last year: NO, the State Fish and Wildlife Departments will NOT make exceptions to these laws for anyone.... it doesn't matter if you "don't plan to breed your Quakers" or if you "will only be living there for a year"...... the rules apply to everyone. http://www.ocm.auburn.edu/gulfstatepark/faq.html
Gulf State Park Hotel and Conference Center Initiative Q: Why build back the facility at all? Why not just clear the rubble and preserve the open beach? A: Our plans are to build a first-class facility that will bring dollars and jobs to Alabama and be a great addition to our State Parks. Alabama ’s Gulf State Park is one of our state’s greatest economic and environmental assets.
  • Q: Why not rebuild a State Park lodge?
  • A: We have the opportunity to bring a first-class hotel to Alabama, attracting larger convention groups back to Alabama’s Gulf Coast that are currently going to Gulf destinations in other states. The new facility will be a great adjunct to the crown jewel of the State Park system and an economic engine for our State and the Gulf Shores/Orange Beach area. The project also allows Auburn University to advance and expand student learning opportunities through Gulf State Park and DCNR programs.
  • Q: Will the average Alabamian be able to afford a room at the new hotel?
  • A: Rooms will be priced competitively and we believe there will be a strong market for the hotel. No hotel can afford to out-price itself. In addition, we will have 20 cabins in the park and we are currently building 11 more in addition to 496 modern and primitive camping sites and RV locations for additional accommodations within in the Park.
  • Q: Once private development starts, will it be difficult to stop expansion?

Save a personal copy of this article and quickly find it again with Furl.net. It's free! Save it. American Indians and National Parks. By Robert Keller and Michael F. Turek. Tucson: University of Arizona Press, 1998. xii + 319 pp. Illustrations, maps, notes, index. Cloth $40.00. "Did people build this, or did Indians?" This clueless question, asked by a visitor to the Anasazi ruins at Mesa Verde National Park, suggests the lack of understanding that has historically hamstrung relations between Native Americans and the national park system in the United States. The average National Park Service (NPS) employee is much more astute than the tourist whose gaffe now graces e-mail humor lists. Nevertheless, as Robert Keller and Michael Turck demonstrate in American Indians and National Parks, ignorance and insensitivity have often alienated Native Americans from the environmental movement, the park-going public, and the agency that administers America's national treasures. Intended to help heal these rifts and to link the disparate historical literature on Indians and national parks, the book presents a sweeping survey of park-tribal relations from the creation of Yosemite in 1864 to the mid-1990s.

Yellowstone becomes the nation's first national park.
The Forest "Organic" Act establishes the National Forest system for the purpose of "securing favorable conditions of water flow, and securing a continuous supply of timber..."
The nation's first wildlife refuge is formed when President Theodore Roosevelt protects Pelican Island, FL, from hunters decimating the island's bird population. Nearly 70 years later, the area is designated a Wilderness (in 1970), becoming the smallest designated Wilderness in the system (5 acres).
The United States Forest Service is established within the Department of Agriculture to manage forest reserves.
The Weeks Act appropriates $9 million dollars to purchase 6 million acres of land in the eastern United States for the purpose of establishing national forests.
The National Park Organic Act creates the National Park Service and establishes the National Park System in order to conserve scenery, wildlife, and "historic objects" for future generations.
The Grazing Service and the General Land Office are merged to form the Bureau of Land Management.

Environmental Cleanup The 1995 Base Realignment and Closure (BRAC) Commission approved the closure of Fort McClellan and the relocation of the U.S. Army Military Police School and U.S. Army Chemical School to Fort Leonard Wood, Missouri. This announcement resulted in the preparation of numerous documents that identified the environmental condition, the future land uses, and the required environmental clean up of the Fort McClellan properties prior to transfer to the public domain. These initial documents served as the basis for future environmental investigations. Community Involvement Community involvement is important throughout the entire BRAC closure process and Fort McClellan is committed to providing information which outlines the Army's progress toward transfer of property to the community. Citizens of local communities are encouraged to become involved in the decision-making processes associated with ongoing environmental activities by attending public meetings and reviewing available information. Additional methods used to sustain two-way communication between the Army and the local communities include newsletters, fact sheets, public notices, and specific boards and committees.
