    Environmental Factors
    In the early 1970’s, a group of people realized that the city of Atlanta was especially fortunate to have a river as beautiful as the Chattahoochee, running through a major metropolitan city. They understood the importance of the river as a source of drinking water for the state of Georgia. They also saw the early signs of pollution in the river and had the foresight to seek public protection for its preservation. In 1978, congress responded and then President Jimmy Carter signed a bill creating the Chattahoochee River National Recreation Area (CRNRA). The combination of its scenic vistas, urban location, geologic features and biodiversity qualified the area to meet the strict standards of becoming part of the National Park Service (NPS). The NPS has a particularly difficult challenge of “preserving and protecting” the CRNRA “for this and future generations” while providing a recreational area to a rapidly growing metropolitan area.

    Guide to the Issues Environment download for printing Federal Land The federal government is the largest landowner in the United States. In 1999, the U.S. Bureau of the Census reported that the federal government owned one-fourth of all land in the nation. To place the amount of land owned by the federal government in perspective, its acreage exceeds the size of the total land area east of the Mississippi River. Federal ownership of land is most pervasive in the western United States, where the federal government owns nearly half of the land. For example, the federal government owns 45 percent of the state of California, 62 percent of Idaho, and nearly 80 percent of Nevada. Part of the problem of federal land management is that numerous government entities oversee the hundreds of millions of acres under federal ownership. These include:
    • The Bureau of Land Management, which oversees 264 million acres of public land, almost 12 percent of the total U.S. landmass;
    • The Bureau of Reclamation, which manages and develops water and related resources in many Western states;
