Gates Foundation Helped Jefferson County/Alabama Libraries Bridge Digital Divide
Jefferson County, along with other Alabama public libraries, has nearly bridged the digital divide, thanks to being the first state to receive computer equipment and services from the Bill and Melinda Gates Foundation five years ago. In 1998 the 41 library locations that are part of the Jefferson County Library Cooperative only had 425 computers for public/staff use countywide. Jefferson County libraries received equipment in the amount of $578,156 for 329 computers, printers, routers, and upgrades. In 2003 the number of computers has increased dramatically to 1,012 countywide, a 138% increase. Most libraries frequently have lines to use the computers, especially at peak times such as after school. Many Jefferson County municipalities have already stepped up to the plate and replaced the computers that were gifts from the Gates Foundation. But in the current fiscal situation some cities are finding it hard to increase their local library’s budget to replace the now five-year-old outdated computers. In its December 2003 issue

Three Alabama libraries have partnered on a new online service that gives customer access to popular audio books directly from their homes and offices. The Cullman County Public Library System, the Thomas B. Norton Public
Library in Gulf Shores and the Orange Beach Public Library teamed up to
offer the new service. Customers need only have a valid library card from one of the participating libraries for the free service. Cleveland, Ohio-based OverDrive, Inc., which sells downloadable audio books for libraries, supplied the technology for the new service called Camellia Net. "It's like books on tape or a CD, but you download this through a computer. Patrons at home can burn it on CD for personal use," said
Cullman County Librarian John Paul Myrick. "The system keeps track of what's checked out. How many times it's checked out. It's automatic." And it eliminates late fees. When the lending period expires, the customer is no longer able to access the material because the computer software cuts it off. However, if they've copied it to a compact disc, there's no way to retrieve it.

EDITORIAL by Ruth C. Carter An Electronic Interface to AACR2 By Mavis Molto ( Westridge School for Girls ) and Elaine Svenonius ( Professor Emeritus at the University of California, Los Angeles
ABSTRACT. The purpose of the project was to explore ways of reconfiguring AACR2 for use in an automated environment. A subset of AACR2 title proper rules for books was chosen for analysis. A functional classification of the rule subset was developed, based on the four facets: Source, Choice, Form, and Definition. The rules were also classified according to whether they were core or peripheral. A prototype electronic interface was then developed for searching and displaying the classified rules. The greatest problem in the rule reconfiguration stemmed from the structural problems of AACR2: rule groupings combining multiple subfacets under a single rule; rule redundancy; and rule scatter, between chapters, and between sections of chapters and appendices. Who We Are
The Alabama Law Foundation is a charitable, tax-exempt organization affiliated with the Alabama State Bar that provides ways for lawyers to better the world around them. Founded fifteen years ago, it was initially established to receive funds from the interest on Lawyers’ Trust Accounts (IOLTA) Program and use those funds for law-related charitable projects. The Alabama Law Foundation has awarded over $11 million in IOLTA grants. In addition to IOLTA Grants, the foundation administers three other key programs: the Cabaniss, Johnston Scholarship fund, the Kids’Chance Scholarship Program, and the Fellows. Through all four programs, the foundation provides scholarships based on need and merit, grants and other resources such as legal services to those in need. The Alabama Law Foundation strives to make access to justice and education in Alabama a reality. Lawyers provide society with a valuable service by devoting their lives to the study and practice of law. However, their service and commitment to a just society are evident in other ways as well. One prominent example is their work through the Alabama Law foundation. Recognizing that lawyers make their living from the legal system, the Alabama Law Foundation provides ways for them to give something back. Lawyers from across the state participate in the foundation and provide the support that allows the foundation to continue to protect innocent futures, further academic pursuits and make dreams come true.
