EPA web site removed Risk Management Plans collected under Section 112(r) of the Clean Air Act. Now parts of the plans would only be available in reading rooms to read, but not copy. Mr. Bilirakis notes that the Clean Air Act requires risk management plans to be made available to the public after they are registered with EPA, and that the courts have indicated they might have to post them online. There are over 90 libraries at Harvard that comprise the Harvard University Library system, with combined holdings of over 15 million items. Definitions vary among the jurisdictions (states, the federal government, territories, protectorates, etc.). In the table below, "Register" refers to publications like the Federal Register which may contain notice and/or full text of proposed and adopted rules, and/or other types of government notices. The use of the term Register includes similar publications which, in some jurisdictions, may be called Bulletin or Journal. "Code" refers to publications like the Code of Federal Regulations which contain all effective administrative rules. "Manual" refers to the guidance document produced to assist rulewriting agencies. Each jurisdiction is listed below. Under the name of each jurisdiction appears the terms "Home Page," "Register," "Code," and "Manual." If the term appear is underlined, clicking on that term will take you to the resource online. If the term is not underlined, that means that ACR is unaware of information on-line for the jurisdiction. Please note that the link to "Home Page" points to the home page of the agency directly responsible for receiving rule filings, publishing rules, or both. This may be a bureau or an office several layers down in the organization. When that agency does not have a home page, then there may not be a link to the home page, or the link may point to the agency next in line up the organization chart.

    CSU Seek Books and Journals to Replace Those Damaged in Flood
    In July, Fort Collins, Colorado, experienced a major flood that caused extensive damage to the Colorado State University library. While CSU has begun a major effort to restore damaged publications, a large portion of their collection of engineering books and journals was so badly damage it is unsalvageable.     Calvin L. Beale , U.S. Department of Agriculture, Washington, DC Nonmetropolitan counties with large concentrations of recreational activity have experienced substantial population growth since 1990. The population growth rate for recreational counties is among the highest of any identifiable group of counties. Most of the growth in such counties has come from migration (more people moving to the counties and fewer leaving). Recreational counties are widely dispersed geographically, but there are significant concentrations in several areas of the country. Click on above image to

    Overview
    This web page summarizes recent research on recreational counties in nonmetropolitan areas of the United States (Johnson and Beale, ; Beale and Johnson, ). It identifies 327 nonmetropolitan counties with significant concentrations of recreational activity (Listing of Recreation Counties) . Such counties have enjoyed substantial population growth recently. Since 1990, nonmetropolitan recreational counties have grown by 20.2 percent, compared to an 13.2 percent gain for the US as a whole. Analysis of demographic data from 1970 to 2000 suggests that these recreational counties have enjoyed significant population gains in each of the three decades. The rapid population gains in such counties has significant implications both demographically and for planning purposes.
