    Hunter Education in Alabama
    In 1991, the Alabama Legislature passed legislation that requires all hunting license buyers born on or after August 1, 1977 to show proof of completion of an approved hunter education course prior to purchasing their hunting license. This legislation was amended in 2004 to exempt active duty military personnel, including Alabama National Guard personnel, and all Alabama Peace Officers and Standards Training Commission certified law enforcement officers currently working for an Alabama law enforcement agency.
    Alabama is one of 49 states that has a mandatory hunter education program. The Alabama Division of Wildlife and Freshwater Fisheries expects approximately 13,000 students to complete the Hunter Education Course this year alone. The goal of the Hunter Education Program is to make Alabama hunters more responsible and more knowledgeable about wildlife conservation. The Alabama Hunter Education Course is a minimum of 10 hours of instruction plus a written examination. The course is taught by Alabama Division of Wildlife and Freshwater Fisheries personnel and volunteer instructors to interested participants 10 years old and older. Students who successfully complete the course receive a patch and a card that is recognized by other states which require proof of completing a hunter education course before hunting licenses may be purchased. Revised 9/1/82 CERTAIN LAWS AND STATE BOARD RESOLUTIONS THAT PERTAIN TO PRIVATE SCHOOLS IN ALABAMA (Excerpts from Code of Alabama 1975 to 1982) . Private schools to register and report. All private schools or institutions of any kind having a school in connection therewith, except church schools as defined in Section 16-28-1, shall register annually on or before October 10 with the department of education and shall report on uniform blanks furnished by the state superintendent of education, giving such statistics as relate to the number of pupils, the number of instructors, enrollment, attendance, course of study, length of term, cost of tuition, funds, value of property and the general condition of the school. An Analysis and Delineation of Issues of Construct Validity
in One State's Accountability Legislation

A. Purposes
The purpose of this study was to examine the construct validity of accountability measures and performance indicators implemented for one state system of public instruction. Establishing construct validity is a necessary step in determining the appropriateness of measures for systemic decision making and public reporting. In this study accountability constructs were defined in terms of the intent written in accountability legislation, state board of education rulings, state department of education regulations, and adopted state accreditation measures. Construct validity was explored examining the performance measures defined in the State Superintendents Report Card for local education agencies. This paper serves as a challenge to the research community to take an active role in the study of measures defined as instruments of public education policy.

Schools as Living Systems
Corporations and institutions are transforming their organizational systems to make them more flexible and responsive to changing conditions. They are moving from functioning as rigid bureaucracies to envisioning themselves as living systems. They are creating fluid structures and systems of accountability that empower knowledge workers to do their best work. This often means defining the outcomes and removing the rules and procedures that may stand in the way of discovering better alternatives for new challenges. Such change frees people to self-organize within their organization and network with outside organizations to achieve results. In the drive to transform a good organization to a great one, as Jim Collins (2002) posits in his bestseller , it is essential to "get the right people on the bus." Regardless of whether the economy is weak or strong, the war for talent continues as employers seek the right people who are essential to success. Good people always have choices. The knowledge workers with the least choice in current society may be those working in public education. Federal, state, and local laws and policies, as well as public dictates, constrain the system and limit the decisions educators and school boards can make.
