Since 1985, SEAC has operated Alabama's statewide Parent Training and Information Center (PTI), funded under the Individuals with Disabilities Education Act (IDEA). In 1959 Congress directed the National Institutes of Health (NIH) to establish clinical research centers throughout the United States to launch an all-out attack on human diseases. It was through this Congressional mandate that the General Clinical Research Center (GCRC) Program was begun in 1960 to help translate basic research into understanding of diseases and clinical patient care. Funded by a grant from the National Center for Research Resources of the NIH, the University of Alabama at Birmingham GCRC was the sixth Center funded and has had continuous funding since 1960. This multidisciplinary facility provides an environment for meticulous control of experimental conditions, close observation and accurate monitoring of biologic phenomena, and the precise measurement of biochemical and physiological events in subjects participating in research activities. The GCRC is available for use by faculty members of the UAB Schools of Medicine and Dentistry.

New Radio Ads Support Riley's Education Budget
Both sides say they're fighting for Alabama's children. But they have two very different ways of going about it. Radio ads paid for by the Alabama Republican Party began airing across the state Monday. They support Governor Bob Riley's education budget. That very same budget is under fire from the state teacher's union, the Alabama Education Association. So who's right? Every year, the legislature passes two budgets - the education budget, which pays for education, and the general fund budget, which pays for everything else. This year, the general fund budget is short. So the governor wants to use education money to pay for some general programs. That's where the controversy lies. The radio ads slam the Alabama Education Association and it's leader, Paul Hubbert. "If Paul Hubbert cared as much about children as they claim, they'd be thrilled with Riley's budget," the ad states. Hubbert says he's used to the criticism. He says he's been a target for years. But that doesn't mean he'll stop his fight. "We're certainly not going to let him (Riley) beat up on us," he says. "We're going to tell people the truth."

Third Alabama! is the reminiscence of Confederate brigadier general Cullen Andrews Battle's service with one of Alabama's most famous regiments in the Civil War. The Third Alabama Regiment formed in May 1861 and comprised companies from Mobile, Tuskegee, Union Springs, Montgomery, Lowndesboro, and Wetumpka. It remained part of Gen. Robert E. Lee's Army of Northern Virginia until the end of the war and actively participated in the battles of Seven Pines, Malvern Hill, Sharpsburg, Chancellorsville, Gettysburg, the Wilderness Campaign, and Winchester.

Columbia: University of Missouri Press, 2002. xii, 295 pp. $37.50. ISBN 0-8262-1395-2. At 11:30 p.m. on September 1, 1934, Francis German of the United Textile Workers of America (UTW) ordered all cotton textile workers to walk off the job, thus setting in motion the ill-fated general textile strike of 1934. Since that day, historians have explored the how and why of the event, mainly focusing on the southern experience, especially in works byjacquelyn Hall and more recently Janet Irons. According to some, however, this was more than a southern phenomenon. John A. Salmond's General Textile Strike of 1934 examines the strike as a national event planned by a single union and executed in what was thought to be a manner beneficial to all textile workers. Salmond argues that the strike was always a national one but that most historians have focused on the South because the majority of the nation's textile plants were located in the southern states by 1934 and because of the vital importance of the region in the eyes of both the union and the mills.

Alabama legislators not alone with budget troubles

Associated Press Writer California leads the states with an $8.6 billion shortfall, followed by New York with $4 billion. Alabama's shortfall is between $200 million and $300 million, depending on which official is doing the estimating. In many states, including Alabama, one of the reasons for the shortfall is the rapidly rising cost of the Medicaid program, which pays for health care for about one-fifth of Alabama's citizens. "Even though states have started to recover, they have not recovered fast enough," said Trudi Matthews, a health policy expert at the Council of State Governments. Gov. Bob Riley says the Alabama Medicaid Agency needs an additional $129 million to maintain the status quo. That's the biggest part of the shortfall faced by legislators in the state General Fund budget, but Alabama is better off than some of its neighbors. Mississippi is looking at a $268 million shortfall for Medicaid, and Georgia's is $279 million.
