What are the Regional Resource Centers?
The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.

AARC's affiliate, the Alabama Association of Area Agencies on Aging (A4A) provides support for senior citizens.
One of the most visible programs provided by the regional councils is the Aging Program. Nine (9) of Alabama's thirteen (13) area agencies on aging (AAA) exist as divisions or departments of regional councils. These aging programs have service areas that mirror the regions and form a comprehensive, coordinated service delivery system for older Alabamians. Through this network, the regional councils act as advocates for the population over 60. Services are coordinated for senior citizens using state, federal, and local resources. Duties include assessing the needs of the elderly, coordinating the needed services, keeping the elderly informed of current events affecting them, and acting on their behalf to maintain their independence and quality of life. To achieve these goals, the area agencies on aging administer and provide the following services:
  • Nutrition - Over 350 senior centers are operated throughout Alabama to provide hot, nutritious meals for senior citizens on a daily basis. In addition to serving balanced lunches, these centers provide consumer information, nutrition education, health and welfare programs, and recreation for some 30,000 participants. Some centers also deliver a limited number of lunches to older people who are home-bound.

      Birmingham Lawmakers in the full Alabama House gave approval to a 4-and-a-half billion dollar Education Trust Fund budget. Money ($40 million) is in there for the Alabama Reading Initiative and for lawmakers' projects in their respective districts. However, lawmakers cut funding for non-state agencies, museums and other educational programs that were once funded by the budget. One organization, AIDS Alabama, says Alabama school kids are the ones who will suffer for the cuts. WBHM's Steve Chiotakis spoke with the CEO of AIDS Alabama, Kathie Hiers. Hiers says her organization saw the cuts coming. And she says every year there is a debate about whether the funds for AIDS Alabama, about $250,000 would be cut. But she says her HIV/AIDS education initiative in schools all across the state is mandated by the state school superintendent and AIDS Alabama is the logical and economical choice in administering it, given the infection rate among young people. "We have almost two new infections in Alabama every single day. And about half of the new infections are young people," she says. "I shudder to think what the infection rates are going to go to if we don't provide this education in the public schools."
