Clayton and Johnson The finger of Uncle Sam in I Want You recruitment posters will soon be pointing at persons with disabilities. General Colin Powell is currently mobilizing an all volunteer army to meet a major national emergency. There is no inductee in this army who will be classified as 4 F and exempted from serving. How many persons with disabilities and their advocates will hear the call and take up the challenge?
One of the authors (Robert C) is an advocate. He and other advocates have not had a very good beginning in ensuring inclusion of persons with disabilities in the Presidents' Summit. They failed to communicate to the Summit planners, General Powell, and Uncle Sam an awareness of the special needs and talents of persons with disabilities. The ability to create a special forces unit build around self advocates like co-author Robert J. was not articulated.
The result of this missed opportunity was an under representation of youth and adults with disabilities at the Summit in Philadelphia. The delegates from the 150 communities that attended left Pennsylvania without an understanding of the potential of including persons with disabilities into their action plans as an at risk population that could simultaneously serve and be served.

But a case decided February 21, 2001 by the U.S. Supreme Court said basically that a state employee cannot sue their state employer for money damages under Title I of the ADA, the Act's Employment Section, because the Eleventh Amendment provides immunity. The fact that the University of Alabama was involved sounds like it is an education case, but it is not. It is an employment case.

Is Much More Than An Afternoon Ride
Since 1952, when Polio victim and rider, Lis Hartel won an Olympic Silver medal, therapeutic riding has devoloped worldwide as therapy for individuals with a variety of physical and/ or mental disabilities. Jim Brady is currently a spokesman for therapeutic riding and he has been riding since his recovery from a gunshot wound he received during the assasination attempt on President Reagan in 1991. Theraputic riding programs exist in every state under the guidance of the North American Riding for the Handicapped Association (NARHA). In 1985, Rita Mendal began Special Equestrians at Oak MountainRiding School with five riders, ten volunteers and instructor Pam Abdulla.Since that time,the program has grown to include eightyeight riders, two instructors and over 100 volunteers. Special Equestrians lease their own riding facility. It is located on the beatiful campus of Indian Springs School on Highway 119. For people with disabilities, time spent on horseback is much more than a relaxing afternoon ride. On horseback, those with physical impairments can experiance a freedom of motion not attainable on the ground. Riding both stimulates and relaxes muscle groups, builds muscle tone and can improve balance and coordination. Another advantage is the beatiful countryside and scenery the students get to experiance while riding the horse.

    According to the National Organization on Disabilities , more than 54 million Americans have disabilities. That means that 1 in every 5 Americans has some form of disability, effecting not only the disabled but their families and friends.In 1990, the Americans with Disabilities Act (ADA) was passed, and this legislation remains at the center of the disability rights debate today.Recent Supreme Court rulings have limited the protections offered by the ADA, however, and the battle for equal opportunity continues.As Americans and as members of the Jewish community, we must continue our support for disability rights, by educating our communities, supporting disability rights legislation and demanding enforcement of existing legislation.We must also work to ensure our synagogues and communities are inclusive to those who live with disabilities.

Education programs for disabled students under attack in Michigan
By Debra Watson 9 May 2001 Use this version to print Send this link by email Last month students, teachers and parents rallied on the steps of the state capitol building in Lansing, Michigan to oppose plans by the state's Department of Education to reform the Michigan Special Education Code. The proposed reforms would slash education and therapy provided by public school districts to tens of thousands of Michigan children with disabilities. The reforms, which could go into effect some time in the next school year, will force families to pay a greater share of the cost of essential and often expensive services. Parents who cannot pay will see their children go without. The Joint Committee on Administrative Rules, a special committee appointed by state officials, developed the changes, claiming they were required to bring Michigan law in line with federal regulations. When the current Michigan rules for special education were first established in the early 1970s there was no nationwide requirement for even the most basic education for physically, cognitively or emotionally impaired children. In 1975 the federal government mandated minimal standards and partial federal funding for some services in public schools. When the US Congress authorized the Individuals with Disabilities Education Act (IDEA) in 1990, the earlier federal standards were incorporated into the new act.

Master of Education in Special Education
The Master's of Education concentrations in special education seek to provide breadth and depth to professionals holding an initial degree in special education. The program also provides options for those seeking initial licensure in special education from general education or unrelated fields. Additionally, the concentrations allow specialization in the following areas: mild disabilities; moderate/severe disabilities; early childhood special education; gifted education and emotional/behavioral disabilities. The program and department are accredited by the Southern Association of Colleges and Schools and the National Council for Accreditation in Teacher Education. Program Requirements A program of study for the student is prepared in consultation with the faculty of the program. A typical program of study includes the following:
