    Proctor started at UMKC as an assistant coach, and took on the Interim Head Coach tag in 1992-93, where he helped the Kangaroos make the move to NCAA Division I. He led the Roos to a 13-8 record in 1993-94 and was hired in 1996 as the assistant coach at Alabama State University, where he helped the Hornets to SWAC Tournament Championships and NCAA berths in 2001 and 2004. I. Background:
With sodomy statutes in place (until they were struck down by the Supreme Court in 2003) and not one elected or appointed gay or lesbian state official, Alabama is at the lower end of the "acceptance" spectrum. Correspondence with the State Board of Education only confirms the feeling. Although time was taken and all questions answered, the between-the-lines communication was plain: the State Board will work with you if you play by the rules. ALABAMA STATE PORT AUTHORITY RELEASES STUDY
The Alabama State Port Authority released today Mobile area estimates on the economic impact derived from the Authority's Choctaw Point Terminal project. Dr. Semoon Chang, Director for the Center of Business and Economic Research at the University of South Alabama (USA), conducted the study, titled Economic Impact of the Choctaw Point Intermodal Facility on the Mobile Area. The study identifies project related jobs creation, tax receipts and retail sales expenditures. James K. Lyons, Director and CEO, Alabama State Port Authority, advised, "earlier studies conducted on the Choctaw Point project did not address local economic impact. We had also received numerous inquiries during our environmental impact study process on the project's local benefit potential. In that these question needed addressing, we asked Dr. Chang to assess the intermodal facility project and produce his findings." The USA study identifies Mobile area impacts on construction of the Choctaw Point Terminal site, container yard and multi-user intermodal facility only. Lyons added, "this study measures only the impact of initial phases of Choctaw Point Terminal and does not address the impacts generated from ongoing Alabama State Docks cargo activities or its expansion and modernization programs elsewhere in the Port."

General: In 2004, more than 5 million people were treated in VA health-care facilities, 3.5 million veterans and survivors received VA disability compensation or pensions, 490,397 used GI Bill education benefits and more than 2.5 million owned homes purchased with GI Bill home loan benefits. VA spent more than $1.2 billion in Alabama in 2004 to care for about 426,000 veterans who live in the state. Last year, 109,883 people received health care and 85,212 veterans and survivors received disability compensation or pension payments from VA in Alabama. More than veterans, reservists or survivors used GI Bill payments for their education, owned homes with active VA home loan guarantees and 397 were interred in the Ft. Mitchell and Mobile national cemeteries. Health Care: One of the most visible of all VA benefits is health care. VA has 157 hospitals, 862 ambulatory care and community-based outpatient clinics, 206 Vet Centers, 134 nursing homes, 42 residential rehabilitation treatment programs and 92 comprehensive home care programs.

Alabama college binge drinking numbers fall
By Suzelle Tempero - The Tuscaloosa News Published: Thursday, March 10, 2005 TUSCALOOSA, Ala. (AP) - Though few attend college classes, much less Friday night fraternity parties, Alabama adults are setting a good example for college students when it comes to responsible drinking, according to a new national study.
The study shows a strong correlation between binge drinking rates in states and binge drinking rates on college campuses. The rate of binge drinking among college students was about one-third lower in the 10 states with the lowest adult binge drinking rates, which includes Alabama, when compared to states with the highest rates.
``Rates in college really mirror the rates in the state as a whole,'' said Dr. Tim Naimi, an epidemiologist on the Centers for Disease Control and Prevention alcohol research team.

The digital data file accompanying this report includes Supplemental Analyses for 281 Alabama sediment samples within the Phenix City quadrangle. GJBX-403(81) SRL sent 2,956 sediment samples from Georgia to an unnamed contract laboratory for "Supplemental Analyses."
