Published Nov. 16, 1998 (U-WIRE) BIRMINGHAM, Ala. UAB is on its way to becoming one of the first schools in the Southeast to offer a degree in African American studies. The proposal is to create an interdisciplinary major for the study of African American music, literature, art, health and politics. In August 1994, Associate Professor Virginia Whatley Smith and a small committee looked to see if having a African American studies major would be feasible at UAB. When they sent in the proposal recommending a new major, they were told to proceed. Three years later, an expanded nine-member committee worked to refine the proposal. The proposal was first was submitted to the deans of the schools of Arts and Humanities and Social and Behavioral Sciences. Both these schools helped to co-found the AFrican American studies program at UAB. The proposal went through a few revisions, then headed to the Undergraduate Programs Council, in June of this year, where it was approved. The proposal then went to the UAB Faculty Senate, which gave the proposed degree its unanimous approval in August.

City of New London Public Power, Private Gain might Responding to public outcry over the Kelo ruling, lawmakers in at least 31 states and the U.S. Congress have taken swift action to curb eminent domain abuse. Kelo In the wake of Kelo , legislation has been introduced in seventeen states (Alabama, California, Connecticut, Delaware, Florida, Illinois, Kentucky, Massachusetts, Michigan, Minnesota, New Jersey, New York, Oregon, Pennsylvania, Rhode Island, Tennessee and Texas) limiting the use of eminent domain for private projects or tightening eminent domain procedures. Lawmakers in another seven states (Alaska, Louisiana, Oklahoma, Ohio, South Dakota, South Carolina and Wisconsin) have announced plans to introduce eminent domain legislation in upcoming sessions. Legislators in Colorado, Georgia and Virginia now hope to revive previously introduced bills. Legislators in Alabama, California, Florida, New Jersey, Texas and Michigan are mobilizing to support state constitutional amendments prohibiting eminent domain for private development. Arkansas, Delaware, Florida, Indiana, Missouri, Tennessee and New Hampshire have created state commissions to study the use of eminent domain and ways of reining in abuse.

ALABAMA COURSE OF STUDY: GEOGRAPHY "This one-semester study of geography in the Seventh Grade emphasizes the knowledge and skills necessary to develop a geographic perspective. By the end of this course, students should understand the fundamental physical and human patterns on the Earth's surface as well as the processes that created these patterns. Representative areas of the world should be selected for detailed studies of the content standards. In this course students learn how to apply a geographic perspective to the past, present, and future. This Seventh Grade study of geography supports the study of world history in the Eighth and Ninth Grades as well as the study of U.S. history in the Tenth and Eleventh Grades. SUGGESTED GRADE LEVELS: 5 - 12
This program would be appropriate for history, social studies, military classes, and possibly in music classes where students are interested in writing and arranging music soundtracks. It would be especially helpful for units about Alabama's Civil War history. The program runs 26:40. The music soundtrack was recorded entirely by musician/composer Bobby Horton of Birmingham, Alabama. Horton's compositions have been used by filmmaker Ken Burns in two PBS series, THE CIVIL WAR and BASEBALL. His arrangements have also been used in feature length movies, documentaries, and his own 12 volume collection of songs from the Civil War.

OBJECTIVE
PAGES FROM THE CIVIL WAR IN ALABAMA explains how this horrible war affected people in Alabama. Although there were no major battles here, skirmishes and raids within the state's borders took a heavy toll. Alabamians also made many sacrifices to support the Confederacy, and suffered from shortages of food and material. The program concentrates on the Tennessee Valley area south to Selma and does not cover all battles which were fought in Alabama.

OVERVIEW
Although the Confederacy was formed in Montgomery and this city became the South's first capital, Alabamians were not united in their support of the Civil War. Indeed, Alabama stayed on the brink of internal civil war from 1861-1865 because of divided loyalties. Many Northern and Wiregrass (Southeast) Alabama counties remained loyal to the Union, but the rich plantations of the Black Belt ruled the state politically. These Black Belt planters forced the poorer counties to go along with secession. The tension was perhaps greatest in Northern Alabama where there were few plantations and slaveholders.

The city of Eufaula, Alabama, is using recycled restaurant grease to make biodiesel fuel for city school buses. The Fuel for School project is funded by a grant from the Science, Technology and Energy Division of the Alabama Department of Economic and Community Affairs. The city collects waste vegetable oil from restaurants at no cost and processes it into biodiesel. The initial cost of producing the biodiesel is $0.48/gal, according to project manager William Clark. The city hopes to operate its entire school bus fleet on biodiesel. Producing biodiesel from restaurant waste grease "just makes good sense," said Clark. "Eufaula can turn a local waste product into a usable fuel for buses. The project reduces emissions from school buses, saves the city money on its fuel bill, and allows the city to provide another service to merchants."

In it, I'll read a regional newspaper (and sometimes even a smaller but well-edited newspaper) to get a flavor of a particular part of the country. I will read one paper for a while; there will be no set time period. I'll read and report, then move on to another paper and another region. I'm starting with a paper I know well, the Mobile (Ala.) Register. In perhaps a week or two, I"ll move to a paper in the Midwest. (I intend to eventually take a look at a paper in Alaska and one in Hawaii, too.) Maybe this will work out; maybe not. A lot will depend on how well the individual papers cover their communities and how interesting their writing is (and how well I do in reading and making selections from the various newspapers). The big news for the Mobile Register this weekend was the impending vote this Tuesday on a $1.2 billion tax proposal from Republican Gov. Bob Riley. The plan is intended to remedy some of the egregious tax inequities under the state's atrociously ill-conceived 1901 state constitution; the plan would also boost revenues in general for a variety of state needs. Here is how a Register editorial on Saturday highlighted some of the tax inequities: In Alabama, the poor actually carry the rich on their backs, not vice-versa. Those with high incomes pay only 4 percent of their earnings to local and state governments, while those who work but earn the least pay more than 10 percent. That's not fair.

Alabama's efforts pay off as a new study recognizes the state for its pro-business environment.

Time and time again, Alabama has proven itself to be a prime location for new and expanding businesses. Experts are noticing: A new study by Pollina Corporate Real Estate, Inc. ranks Alabama fifth in the nation for its progressive pro-business policies that result in job growth. The annual national study, Top Ten Pro-Business States 2005: Keeping Jobs in America evaluates state and federal economic development policies. For 2005 South Carolina tops the ranking, followed by Virginia, South Dakota, North Carolina, Alabama, Wyoming, Georgia, Washington, Florida, and Oklahoma. "While many of the overseas job losses are inevitable, a surprising number
of jobs can be kept in the U.S. if we follow Alabama's example and make the right efforts to work with businesses," says Dr. Ronald R. Pollina, president of Pollina Corporate Real Estate, and a real estate economist. Astrobiologist Dr. Richard Hoover and Microbiologist Dr. Elena Pikuta in the Astrobiology Lab at the National Space Science and Technology Center at the University of Alabama, Huntsville.
