To amend Section 16-5-8, Code of Alabama 1975, to provide for a uniform articulation agreement among all institutions of higher education and a statewide general studies curriculum; to provide for the computation of grade point averages of certain transferred students; to specify that this act shall not impede the objectives of historically black institutions; to provide for implementation conditioned on the participation of certain institutions; and to specify certain reporting requirements. BE IT ENACTED BY THE LEGISLATURE OF ALABAMA: Section 1. Section 16-5-8, Code of Alabama 1975, is amended to read as follows: Section 16-5-8 "(a) The commission on higher education is authorized to review periodically all new and existing programs and units of instruction, research, and public service funded by state appropriations at the state universities and colleges and to share with the appropriate governing board, through the president of the institution, and state legislature, its recommendations. "(b) The commission shall seek through the use of advisory committees to study needless duplication of education, research, or service programs and programs which are not adequately provided in the state, and shall make findings and recommendations to the institutions, the governor, and the legislature that would strengthen the total program of higher education in the state.

Textbook Committees:
Historically, this has been one of the creationist's most successful tactics. The idea here is to influence the treatment of evolution in biology textbooks, insuring that the subject is mentioned only briefly or not at all. Dorothy Nelkin describes how this tactic works: The creationist effort to influence the state textbook committees usually focuses on a handful of large states, where they can the get maximum effect for a minimum expenditure of money and manpower. The state of California alone, for instance, accounts for over ten percent of all money spent on textbooks in the United States. Another large state, Texas, has traditionally been sympathetic to the creationists (in 1994, the Republican Party in Texas adopted a platform plank advocating teaching creationism in the schools), and also accounts for a large portion of the textbook market. In both of these states, creationists attempt to win a majority on the textbook selection committees so they can influence the content of biology textbooks. By pressuring these large markets towards expunging or limiting mention of evolution in textbooks, the creationists hope to influence the textbooks which are made available to other states as well. And such efforts seem to have been at least partially successful. In the late 1970's, when creationists were attempting to pressure the California state education committee to mandate "equal treatment" for creation science, The most widely- used biology textbook in the state (also used throughout the country)

Essentially, there was a three-part effort to sell Goals 2000 in the State of Alabama by its various supporters and by the U.S. Department of Education. Their first argument was that "everybody else is already doing it." "If it's good enough for the 48 states that are involved in Goals 2000, then it's good enough for the U.S. Department of Education and it ought to be good enough for you." Their second argument was, "Alabama is a poor state. There's $14 million on the table and you ought to take it." Third, and this is the line that was given to us most consistently by the United States Department of Education: "There are no strings attached to this money. This is not part of an intrusive federal agenda; just take the money. We just want to help you with your school reform." If all this were true, then why did Governor James reject Goals 2000?

New Group of Commissioners Ready for Training
With the November elections just around the corner, another new crop of first-time county commissioners is about to take advantage of a program that is literally one of a kind. Alabama county commissioners are some of the only elected officials in the country who are required to participate in an educational program during their first two years in office. And even though some outside of county government might misunderstand this requirement, us "old-timers" point to this program with a great deal of pride. I am very proud to be a graduate of this program known as the Alabama Local Government Training Institute having completed BOTH the 50 hours of required training and the additional 70 hours of training necessary to be a "graduate" of this outstanding program. The skills developed during the hours of training on issues such as personnel management, budget preparation, administrative skills, communication, governmental relations and road and bridge administration have been invaluable to me as chairman of the Winston County Commission.
