August 6, 1997 - Press Release - School Boards Urged to Turn Channel One Off (Birmingham, AL) Obligation, Inc. is a Birmingham-based child advocacy group involved in many children's television issues including educational programming and TV ratings. They are urging school boards to immediately remove the controversial Channel One TV show from Alabama classrooms.
"School boards that have sold Channel One unprecedented access to Alabama school children are wasting precious student time and taxpayer money," said Jim Metrock, Obligation president. "It wastes a week of school and it costs taxpayers $2,600 per classroom each school year."
"We urge all school boards to immediately eliminate Channel One from their school day. Removing this exploitative advertising device from Alabama schools will give students more time to learn. If we are going to impose 'No Pass, No Play' and higher exit exam standards, it is ludicrous for a school board to force children to watch a MTV-like infotainment show for one hour a week," Metrock said.
Channel One is a 12-minute TV show (including 2 minutes of commercials) that many Alabama school children are contractually required to watch during school time. The school receives the daily TV show and are loaned all the equipment necessary to receive it (a satellite dish, two VCRs, and a TV in each classroom). In return, the school system agrees to show the program to children at least 90% of all school days in at least 80% of all classrooms. Schools never own the equipment.

Now you have to deal with this decision. Your schools can no longer maintain this contract and still pursue excellence in education. Channel One is too expensive. Oh, it's free to you, the board member and it's free to your teachers, but your board makes the children pay the rent on the television equipment. Yes, you are renting TV sets from Channel One and that doesn't make any sense. Not when you have to sacrifice an hour of school time each week - forever. Your board should vote to end the Channel One contract. Your board attorney should write a letter to Channel One stating that the contract is over. Have your board attorney or your superintendent call Obligation at 205.822.0080. We can help your attorney decide on whether the school should claim the equipment. Channel One has openingly breached the contract for years and the contract could be considered a sham. Also, there is evidence that Channel One in the Mid Atlantic states allows schools to keep the TV network after showing the program for six years.

The Program, established with the support of two state board of education resolutions (1975, 1984) and a State Board of Education Position Paper (1977), was initially introduced in two of the largest districts in the state and has expanded consistently since. In the 1990's the profile of the Program has been raised by two acts of legislation, the Community Schools Act of 1990 and the Education Reform Act of 1991. January 29, 2004 Riley Outlines Major Reform and Accountability Measures for Alabama Schools
BIRMINGHAM – Gov. Bob Riley today continued announcing more government reform and accountability measures he will propose in the upcoming legislative session. Today he announced major reforms to Alabama’s K-12 education system. “As we continue to focus attention on reforming Alabama’s government and making it more accountable to taxpayers, no changes we make will be as important or long-lasting as the ones we make toward improving our education system,” Riley said. “But simply spending more money without making the real, fundamental and systemic changes in the way we manage our schools, in the way we spend our education dollars, and in the way we hold people accountable for results simply dooms our children to the same failed system we have today.” Riley proposed a number of changes to improve schools and make them more accountable for the tax dollars they receive, including:

- Ensures that taxpayer dollars invested in school systems are closely monitored and audited so there will be no waste or abuse by the bureaucracy. Creates criminal penalties for intentional fiscal mismanagement. 1. This bill requires the State Superintendent of Education to employ a chief education financial officer and necessary auditors 2. Requires the State Superintendent to develop and conduct programs for the instruction and testing of local superintendents of education in finance, instruction and legal requirements 3. Requires local superintendents of education to appoint chief school financial officers of minimum competency and provides the duties of those officers 4. Requires the purchase of necessary financial software to monitor the financial conditions of local school systems

Who We Are
The Alabama Council of Community Mental Health Boards was incorporated in 1972 and initially consisted of 25 members. Today the Council is comprised of 33 Mental Health and Substance Abuse Agencies including the 22 Regional Mental Health Boards incorporated under Act 310. The purpose of the Council is to act as a liaison between its members, the Federal Government, the State Legislature, and the Alabama Department of Mental Health and Mental Retardation. The Council offers continuing education workshops and conferences for its members and for social workers, psychologists, counselors, nurses, teachers, consumers, family members, and other mental health professionals.

Historical Background In 1991, the Alabama Coalition for Equity (ACE) and the ACLU of Alabama , filed suits challenging the state's education finance system on adequacy and equity grounds. The cases were consolidated and went to trial in 1992. The trial court's 1993 liability decision, ACE v. Hunt , held for plaintiffs on both the adequacy and equity claims based on the state constitution. A remedy negotiated among the parties and ordered by the court, in ACE v. Folsom , included performance-based education, professional development, early childhood programs, inclusive special education, and equitable and adequate funding to be fully funded within six years. The Alabama Supreme Court upheld the liability order in Opinion of the Justices (1993), but vacated the remedy order in 1997 ( Ex Parte Governor Fob James Extraordinary Order to Dismiss In 2002, the Alabama Supreme Court, on its own initiative, in an extraordinary order, re-opened the case, which it had affirmed on four previous occasions, and, in May 2002, years after its appellate jurisdiction had expired
