Who We Are
The Alabama Council of Community Mental Health Boards was incorporated in 1972 and initially consisted of 25 members. Today the Council is comprised of 33 Mental Health and Substance Abuse Agencies including the 22 Regional Mental Health Boards incorporated under Act 310. The purpose of the Council is to act as a liaison between its members, the Federal Government, the State Legislature, and the Alabama Department of Mental Health and Mental Retardation. The Council offers continuing education workshops and conferences for its members and for social workers, psychologists, counselors, nurses, teachers, consumers, family members, and other mental health professionals.

INSTRUCTIONAL RESOURCES: MATERIALS The Alabama Textbook Law, Selection Procedures, Adoption Regulations Chapter 36, Code of Alabama 1975 and subsequent amendments regulate the textbook adoption process for public schools in Alabama. In this legislation the State Textbook Committee is created for the purpose of considering the merit of the textbooks offered for use in the public elementary and high schools of the state and to make recommendations for approval or rejections, or both, to the State Board of Education. Based upon the recommendations of the State Textbook Committee, the State Board of Education shall adopt textbooks from which local boards of education may adopt for use in their systems. Local boards of education may not adopt textbooks nor expend public funds for textbooks that have been rejected by the State Board of Education. The State Board of Education divides the subjects of study in the public schools so that all textbooks on a given subject for grades kindergarten through 12 shall be considered for adoption in one year. New adoptions made during any year are not to be used in the public schools until the next ensuing scholastic year. The adoption schedule for each subject area is determined by the State Superintendent of Education based on the Courses of Study development schedule, knowledge-base changes, financial considerations, the need for staggered adoption schedules, needs expressed by the local superintendents, contract expiration dates, and other factors deemed appropriate by the State Superintendent of Education.

1. Introduction
This is a basic quick analysis of Alabama’s "Academic Freedom Act" based on some legal concerns that I as an attorney have. However, before reading further, I caution readers that this is, as said above, a "quick" analysis, and I have not had the chance to undergo a thorough research of the entire bill or subject matter that it involves and thus there may be other legal problems that can be raised. In any event, there appear, on the face of the bill, to be numerous practical and constitutional issues raised by this bill.
