The Great Depression Unit Introduction to the Great Depression Unit The federal government initially did little, either. But after the inauguration of President Franklin D. Roosevelt in 1933, a host of innovative relief and reform efforts were undertaken under the umbrella known as the "New Deal." The New Deal programs were designed to "give a hand up, not a hand out" and administered, for the most part, by conservative business and political leaders here in Alabama. Having long struggled with the effects of illiteracy, sickness, and poverty, Alabama's problems were too ingrained to respond quickly to the modest help offered by the New Deal. Demands for greater state assistance to the needy continued for much of the decade, as did demands for a more fundamental restructuring of the economic system. The economic disasters of the 1930s spelled the beginning of the end for farm tenancy which had for so long characterized the agricultural economy. They also introduced a new radicalism among workers who increasingly looked to labor unions and the weapon of the "strike" to defend and improve their positions in the industrial economy. Ultimately, the advent of World War II and its need for war-related production brought lasting relief from the Great Depression. Go to Lesson 1: "...we are in need."

INTENDED ACTION Adopt new chapter 80-10-11 with 6 new rules. Adopt new chapter 80-10-14 with 13 new rules. Adopt new rule 80-3-7-.07 SUBSTANCE OF PROPOSED ACTION 80-10-11 - Rules For Pollination This rule establishes a mechanism for the pollination of Alabama agricultural products by out-of-state beekeepers to make certain of the continued production of certain products, on account of insufficient numbers of beekeepers in certain areas of Alabama; and for the further control of honeybees and apiaries in Alabama. 80-10-14 - Rules For Noxious Weed Because it was found that noxious weeds, defined as plant pests under the provisions of §2-25-1(2)Code of Alabama (1975), are more recently becoming potentially extremely injurious to Alabama's horticultural, agricultural, aquatic, forestry, wildlife, and tourism industries. This action proposes to establish a quarantine against the spread of such weeds in the best interests of the State of Alabama. 80-3-7-.07 - Entry Requirements For Cattle This rule is necessary to reduce the possibility of introducing tuberculosis known to be widespread in white-tail-deer and more recently in beef and cattle in the State of Michigan into the beef and cattle located in Alabama.

    Cleanup Progress: Groundwater Cleanup Underway; Remedy Selected for Soils/Sediments; Remedial Design for Soils/Sediments has Begun.
    In 1991, EPA entered into a consent agreement with Elf Atochem North America Inc. to conduct a Remedial Investigation/Feasibility Study for this Site. In 1995, EPA finalized a Record of Decision for the groundwater at this Site (OU1). The remedial design for the groundwater was completed in 1996, and construction has been completed for the groundwater recovery/pumping system. As of January, 2002 over 115 million gallons of groundwater have been pumped from the shallow aquifer and sent to the local POTW. The final Record of Decision for this Site (OU2) was signed September 28, 1998, and selected bioremediation as the remedy for the contaminated soils and sediments. The Consent Decree for OU2 was signed in January, 2000. The remedial design for soils and sediments has begun, with the pilot study having been successfully completed, and is scheduled for completion in the spring of 2002. Remedial action for soils and sediments is scheduled to begin in summer 2002, with construction completion anticipated for fiscal year 2002.
