September 24, 1998 The United States maintains one of the world's safest food supplies, thanks in large part to an interlocking monitoring system that watches over food production and distribution at every level-locally, statewide and nationally. Continual monitoring is provided by food inspectors, microbiologists, epidemiologists, and other food scientists working for city and county health departments, state public health agencies, and various federal departments and agencies. Their precise duties are dictated by local, state and national laws, guidelines and other directives. Some monitor only one kind of food, such as milk or seafood. Others work strictly within a specified geographic area. Others are responsible for only one type of food establishment, such as restaurants or meat-packing plants. Together they make up the U.S. food safety team. The Clinton administration's Food Safety Initiative, begun in 1997, strengthens the efforts of all the members of the nation's food safety team in the fight against food-borne illness, which afflicts between 6.5 million and 33 million Americans every year. One of the initiative's major programs got under way in May 1998 when the Department of Health and Human Services (which includes FDA), the U.S. Department of Agriculture, and the Environmental Protection Agency signed a memorandum of understanding to create a Food Outbreak Response Coordinating Group, or FORC-G. The new group will:

About the Guidelines
Dietary Guidelines for Americans has been published jointly every 5 years since 1980 by the Department of Health and Human Services (HHS) and the Department of Agriculture (USDA). The Guidelines provide authoritative advice for people two years and older about how good dietary habits can promote health and reduce risk for major chronic diseases. They serve as the basis for Federal food and nutrition education programs. Dietary Guidelines for Americans 2005 was released January 12, 2005, by HHS Secretary Tommy G. Thompson and USDA Secretary Ann M. Veneman. The National Agricultural Workers Survey
What is the National Agricultural Workers Survey (NAWS)?
The National Agricultural Workers Survey (NAWS) is an employment-based, random survey of the demographic and employment characteristics of the U.S. crop labor force. The information is obtained directly from farm workers through face-to-face interviews. Since 1988, when the survey began, nearly 43,000 workers have been interviewed. The NAWS is performed under contract to the Department of Labor (DOL) and its information is made available to the public via periodic research reports and a public use data set. Numerous federal government agencies utilize NAWS findings for a multitude of purposes, including estimating the need for services, allocating program dollars to areas of greatest need, and program design and evaluation. The survey samples crop workers in three cycles each year, reflecting the seasonality of agricultural production and employment. Workers are located at their farm job sites. During the initial contact, arrangements are made to interview the respondent at home or other location.

ARS Water Database
The ARS Water Database is a collection of precipitation and streamflow data from small agricultural watersheds in the United States. This national archive of variable time-series readings for precipitation and runoff contains sufficient detail to reconstruct storm hydrographs and hyetographs. There are currently about 16,600 station years of data stored in the data base. Watersheds used as study areas range from .2 hectare (0.5 acres) to 12,400 square kilometers (4,786 square miles). Raingauge networks range from one station per watershed to over 200 stations. The period of record for individual watersheds vary from 1 to 50 years. Some watersheds have been in continuous operation since the mid 1930's. Various types of ancillary data are also maintained with the precipitation and streamflow. These include air temperature, land management practices, topography and soils information. THE U.S. CONTRIBUTION TO GLOBAL AGRICULTURE
AND FOOD SECURITY
By Ann M. Veneman, U.S. Secretary of Agriculture Food security is more than just food production, nutrition, or food aid, says U.S. Secretary of Agriculture Ann Veneman. Alleviating hunger, she says, requires a myriad of programs and policies that open up markets to agricultural trade, eliminate developed country export subsidies, improve infrastructure and transportation systems, define the property rights of small-scale farmers, provide safety nets to the most vulnerable groups, exploit technological advances, particularly in biotechnology, and, in the long run, achieve broad-based economic growth and income generation. Veneman says the world community is far from achieving hunger reduction goals set in 1996. She says the focus of attention must be not only on sub-Saharan Africa but also on South Asia, which has the greatest absolute number of malnourished and undernourished people. After the events of September 11, Veneman stated that together we can make our world a safer and more secure place for all of our citizens. This is a re-release of an article published September 5, 2001. Despite the new priorities we face in battling terrorism, we must not forget the other important challenges our world confronts, including ending poverty and hunger in the world, which can breed unrest and social instability.
