Human resource capacity building
There are very direct implications for agricultural education in the area of human resource capacity building since by definition the term (and the process) has education, both formal and non-formal, at its core. In its broadest interpretation, capacity building encompasses human resource development (HRD) as an essential part of development. It is based on the concept that education and training lie at the heart of development efforts and that without HRD most development interventions will be ineffective. It focuses on a series of actions directed at helping participants in the development process to increase their knowledge, skills and understandings and to develop the attitudes needed to bring about the desired developmental change. Human resources, along with man-made capital and natural resources, are essential for development. Many dimensions of human resource development are final end-objectives of development, e.g. literacy, better health and nutrition, economic well-being. It is generally recognized that a country's human resource capacity for productivity is a pre-requisite for social and economic development. However, the problems of development, and in particular food security and poverty, are complex, and improved HRD is only one of several necessary conditions for social and economic progress.

Introduction
Agricultural biotechnology technician is an emerging occupation that is expected to have tremendous growth potential over the next decade and beyond. It is an occupation that requires academic preparation in fields of science and agriculture that are not currently included in the curricula of many secondary and technical schools in the United States. In 1993, the United States Department of Education funded a project to develop National Voluntary Occupational Skill Standards for Agricultural Biotechnology Technicians. Through the project, conducted as a joint effort of industry and education, technical skills were identified and support materials produced for implementing appropriate courses of study in agricultural biotechnology. The purpose of this workshop is to share samples of the support materials, including instructional materials and student activities which were developed for high school, community college, and university programs of agricultural and extension education. Participants will conduct experiments/activities developed for high school students as introductory lessons to agricultural biotechnology. The activities will be incorporated into high school programs of agricultural education beginning this fall. Extension educators could also use the activities for 4-H programming.

Creating an Integrated Curriculum in Agricultural Education
et seq. , as amended by Public Law 105-332), and the Agricultural Education Vocational Incentive Grant Program (California Senate Bill 813 [1983] and California Code of Education Chapter 9. Vocational Education, Article 7, Sections 52460-52462). The programs seek to accomplish four major purposes:
  • Enable local education agencies to improve the curriculum for students enrolled in agricultural education programs through the development and implementation of (a) an integrated academic and vocational curriculum, (b) curriculum that reflects workplace needs and instruction, and (c) support services for special populations. Increase the competence of future and current high school, middle grades, and regional occupational centers and programs agricultural education instructors in developing and implementing a new integrated curriculum, student and program certification systems, technical preparation strategies, and effective instructional methodologies.

  • Apprenticeships provide post-college individuals with practical experience and skill development in the fields of environmental and agricultural education, interpretation, and organic gardening. Apprentices work on a full time, temporary basis (one or two seasons), receive a living expense reimbursement and are provided housing on site.
    Internships
    are designed to allow an individual to receive college credit through their institution while working and learning at Shelburne Farms. An internship can be full or part time lasting for a season or part of a season. Housing and reimbursement not provided.
    The Stewards in Training program
    is a Work and Learn Opportunity for High School students ages 15-17. SITs work and learn alongside staff to gain skills and knowledge in education, agriculture, and the environment.

The Alternative Farming Systems Information Center (AFSIC) is one of several topic-oriented Information Centers at the National Agricultural Library (NAL). The Library, located in Beltsville, Maryland, is the foremost agricultural library in the world, and is one of four U.S. national libraries along with the Library of Congress, the National Library of Medicine, and the National Library of Education. NAL is part of the U.S. Department of Agriculture (USDA) and the Agricultural Research Service (ARS). AFSIC focuses on alternative farming systems that strive to maintain agricultural productivity and profitability, while protecting natural resources. Such systems include sustainable, low-input, regenerative, biodynamic, and organic farming and gardening. Support for the Center comes from the U.S. Department of Agriculture's Sustainable Agriculture Research and Education (SARE) program and a cooperative agreement with the University of Maryland, College Park.
