LSTA ADVISORY COUNCIL MEMBER PROPOSALS REQUESTED At their December 6, 2002, meeting, the State Library Board will be appointing four new members to the LSTA Advisory Council. The Council is a 13-member body that advises the State Library Board on LSTA competitive grants and statewide programs. Terms on the Council are for three years. The State Library staff would like to have your suggestions for new Council members. We plan to nominate two persons for each vacancy at the December Board meeting. Here are the vacancies that the Board will need to fill: * Public library representative (2 positions) * Library user representative * Disadvantaged persons representative Since there are a total of three public library representatives and five library user representatives on the Council, the staff will endeavor to have a good geographic representation in our nominations to the Board. We already have a public library representative from the Willamette Valley (Yamhill County), and library user representatives from Eastern Oregon (Grant and Union Counties), Central Oregon (Deschutes County) and Southern Oregon (Douglas County).

Our review of the literature revealed a number of critical research areas that are receiving much attention in research and practice. The purpose of this section is to highlight these critical areas, as well as to suggest directions for future research. The areas discussed in this section are:
  • Forging connections with families from culturally diverse backgrounds Connecting families with schools in homework help Connecting school, family, and community for effective school reform Connecting school, family, and community through developmental approaches and integrated service delivery Connecting school, family, and community to support transitions throughout the education system Developing process-based approaches to make connections Preparing educators and other school personnel to make connections between schools, families, and communities
Within each of the areas listed above, both promising directions and research needs within the area will be discussed. The promising directions sections center on the new thinking and research that have begun to emerge in the field. For each of these promising directions, key ideas are presented, as well as suggestions for ways that the field can continue to build on the research that is currently taking place. The research needs sections discuss gaps or inconsistencies in the current thinking and research that require additional research in the future. By beginning to address these research needs, the field can begin to develop more conclusive evidence to support the development of successful school, family, community connections.

Black and Brown: Race, Ethnicity, and School Preparation The book is divided into the following major sections; a short review of the literature about school success for African-American and Latino children, a chapter that describes the methodology of the study, four chapters that describe the findings of the visits to the homes of the students, a chapter that describes the need to study school related behavior at home and with the families and a concluding chapter. The following four chapters discussed the findings of the interviews and observations. The students were categorized as average, above average, and below average. The author categorized average as obtaining mostly grades of C. Three of the twenty-two students were above average, twelve were considered average and seven were considered below average. Following are short descriptions of the parental school guidance and home structure observed in typical average, below average and above average student homes. Average student home

In one of the visits at an above average student home, upon arrival the mother asked her daughter if she had completed her homework. At that time the student began to do her homework with the help of her uncle. The student devoted a total of an hour to her homework.
