FORTHCOMING September 2005 AITIC’s Activities in Macedonia
A Workshop on the Doha Work Programme (DWP) and WTO Trade Facilitation Negotiations is being organised by AITIC, in collaboration with the Customs authorities of Macedonia and the “WTO Compliance Activity” project of USAID (Macedonia), on 23 and 24 September 2005 in Ohrid, Macedonia . The workshop aims at providing information on achievements and challenges of the DWP and the various issues involved in trade facilitation especially from the perspective of landlocked countries and economies in transition. On this occasion, AITIC will also launch the Macedonian version of the Glossary of Commonly Used International Trade Terminology with Particular Reference to the WTO. President OBIANG NGUEM MBASOGO has ruled the tiny country, composed of a mainland portion plus five inhabited islands and one of the smallest countries on the African continent, since he seized power in a coup in 1979. Although nominally a constitutional democracy since 1991, the 1996 and 2002 presidential elections - as well as the 1999 legislative elections - were widely seen as being flawed.

Country Coordinator, South Africa Office The North-South economic and political divide is the overriding concern in international trade relations, with the rich North creating conditions that allow for the pillaging and primitivisation of the poor South. Combined the International Financial Institutions (IFIs) and World Trade Organisation (WTO) adopt a coherent and comprehensive neo-liberal paradigm for trade and economic management, and this free trade ideology is imposed on developing countries. The neo-liberal, free trade, Washington Consensus ideology is used as a tool to maintain resource flows from the South to the North. Militarily the colonisers were kicked out of African countries after bloody and horrific struggles. Neo-liberalism replaced military colonial occupation and ensures that resource flows from the South to the North continue. Instead of rule by the gun, it became: rule by trade policy. Free trade was used as the ideology to continue to maintain colonial economic relations with the South.

Both organizations have provided trade training and related technical assistance to developing and transition economy countries for several decades. The International Trade Centre UNCTAD/WTO (ITC) is the technical cooperation agency of the United Nations Conference on Trade and Development (UNCTAD) and the World Trade Organization (WTO) for operational, enterprise-oriented aspects of trade development. ITC supports developing and transition economies, and particularly their business sector, in their efforts to realize their full potential for developing exports and improving import operations. Trade Facilitation Office Canada (TFOC) was founded in 1980 by Canadian International Development Agency (CIDA) to assist developing countries in exporting to the Canadian market. Two decades later, TFOC, operating as a non-governmental, not-for-profit organization, has become the primary provider of information and related assistance on exporting to the Canadian market - and a primary source of training for export promotion and foreign investment attraction for developing countries.

Trade for African Development and Enterprise Initiative
The Trade for African Development and Enterprise (TRADE) initiative, announced by President Bush in October 2001, strengthens the ability of African companies and businesses to expand regional and international trade, improves the enabling environment for business and trade, and helps countries mainstream trade into their development agendas. TRADE enables African countries to take advantage of increased trade opportunities with the United States provided by the African Growth and Opportunity Act (AGOA) and the recently passed AGOA Acceleration Act of 2004. TRADE works with host-country governments and private sector partners, primarily through three regional trade hubs located in Botswana, Ghana, and Kenya. Who Benefited
  • The Southern Africa Global Competitiveness Trade Hub (based in Gaborone, Botswana) sponsored several "Marketing Textiles and Handicrafts to the U.S. Market" seminars that reached approximately 300 participants in Botswana, Swaziland, Lesotho, Namibia, Malawi, and Zambia. Improved understanding of U.S. market requirements resulted in export contracts for textiles, as well as expanded business linkages among exporters to organize themselves to meet large marketing orders.

International intergovernmental organizations granted observer status to WTO bodies The purpose of observer status for international intergovernmental organizations in the WTO is to enable these organizations to follow discussions therein on matters of direct interest to them. The guidelines on observer status for international organizations ( WT/L/161 , Annex 3) provide that requests for observer status from organizations shall not be considered for meetings of the Committee on Budget, Finance and Administration or the Dispute Settlement Body, therefore these bodies are not included in this list. Also not included are the Textiles Monitoring Body, which has no international intergovernmental organization observers, and Accession Working Parties.
