The impact of globalisation of communications and economies means that the activities of multinational companies are reaching deep into remote areas of Africa. Globalisation comes in the form of uranium or diamond mining, logging, agriculture or oil exploration. Where indigenous peoples are not part of national development planning, they can become victims of major environmental changes which destroy their livelihoods and cultures. Even conservation of the environment can cause unnecessary displacement and marginalisation of indigenous peoples. Numerous African national parks have caused the expulsion of indigenous peoples and then not offered them opportunities to assist in conservation activities.
It is through strengthening representative organisations and leadership that indigenous peoples will be able to speak directly to governments.

We, the undersigned Indigenous peoples and organizations, would like to draw the attention of the General Assembly to questions related to the budget for the United Nations Permanent Forum on Indigenous Issues.
Allow us to also draw your attention to the fact that Indigenous peoples worldwide (1) want the Permanent Forum on Indigenous Issues to have a Separate Secretariat; and (2) want the Secretariat of the Permanent Forum to be staffed by qualified Indigenous persons.
Financing of the activities of the Permanent Forum:
The success of the Permanent Forum on Indigenous Issues depends very much on the financial arrangements for its activities. We hold the view, that it is crucial that the General Assembly, through the Regular Budget of the UN, provide the necessary financial resources for the functioning of the Forum, including the establishment of a separate secretariat. Moreover, we strongly encourage governments to support the functioning of the Permanent Forum through voluntary financial contributions.

General discussion on indigenous category
I don't feel comfortable about categories that seem to be motivated by misconceptions (re: there has been a misconception that these peoples... ). I also think this category has POV problems (read Maasai and Mukogodo-Maasai to see one obvious problem). In North America and Australia, this seems to be a term that is commonly used. In Africa however it isn't. Let's stick to using it only where is is in common use — I don't see why we would need to add almost every single ethno-stub to this category. — mark 12:53, 14 Jun 2005 (UTC) edit
Validity, usefulness and what should be included?
I should like to further explore in some detail the notions on whether or not this Category is a valid, useful, or desirable one. In my view, I believe that it is (or can be made so- at present, it has only a few, almost random entries, and as such is deficient). In response to some likely questions:
  • Is there a valid and recognised sense in which the term or label indigenous peoples is applied to a variety of cultural groups in some "unifying" way - given their obviously great diversity of experience, culture and history? Yes. Apart from its "everyday" meaning, the term has a real and specific usage found in national and international law, political, historical and anthropological academia, and specialised organisational and representational literature. Contemporary usage or identification as indigenous is an often quite explicit, even political act, made by the communities themselves or other organisations. The current main

Indigenous Peoples live in every region of the world, including the Arctic, Africa, Russia, the Americas, Europe, Asia, Australia and the Pacific amongst other areas, and everywhere they suffer gross discrimination and marginalization.     Against Indigenous Peoples of Southern Sudan
    BY VICTOR C. WELLS, M.D., and SAMUEL P. DILLA, M.E.E. At the 1993 meeting of the United Nations Working Group on Indigenous Populations (WGIP), representatives of indigenous peoples of southern Sudan delivered interventions for the first time in the history of that UN body. The Nuba people made one of the interventions; the Sudan Peoples' Liberation Movement (SPLM) made the other. These presentations were an auspicious sign that the global agenda of indigenous peoples' politics is spreading into not only Sudan but more generally into Africa. The WGIP has studiously avoided indigenous issues in Africa, largely because they are highly controversial and politically explosive. The case of Sudan clarifies how similar indigenous experiences in Africa are to those in all other parts of the world. It is commonly believed that the war between the "Muslim North" and the "Christian South" has raged in Sudan for only the past thirteen years. In fact, the war has continued intermittently since Sudan achieved liberation from British colonial rule in 1956 and actually has its origin in the ancient past. The war's first roots date from the frontier raids of 651 A.D., when Muslim Arabs under Amr ibn al-As invaded the region along the Nile, south of the First Cataract (near Aswan, Egypt). At that time, the two Nubian Christian kingdoms of the territory successfully resisted Arab conquest and achieved a peace which lasted until 1277, when they were overcome by Arab colonialism which has lasted until the present. The colonial experience has been characterized by forced Arabization, slavery, exploitation and brutality. War, famine, and devastation have resulted from this oppression and the indigenous resistance against it.
