South Africa: apartheid victims sue ANC government for compensation

Justice Minister Penuell Maduna claims the government does not have the necessary funds to pay reparations, while other ANC leaders have been quoted in the press cynically questioning the need for reparations on the grounds that the fight against apartheid was not about money. Mail and Guardian reported government minister Essop Pahad as saying there were political forces in South Africa arguing for a general amnesty. He argued that the government had to consider their views. The cabinet would have to debate the issue and provide an explanation if it rejected the demand, he said. One of the political forces referred to is the Inkatha Freedom Party (IFP), which worked closely with the apartheid state and carried out heinous crimes on its behalf. IFP chief whip, Koos van der Merwe, recently met Justice Minister Penuell Maduna to discuss the issue.

The United States is South Africa's largest trading partner, its second largest foreign investor, and the source of one-third of its international credit. US investments in South Africa, including investments made through subsidiaries, are estimated at $4.4 billion. In addition, US investors hold approximately $8 billion in shares in South African mining companies. US companies engage in $4.8 billion in trade with South Africa, and US bank loans to South Africa now stand at $4.5 billion. US corporations control almost half of the South African oil industry, 75 percent of the computer industry, and 23 percent of the auto industry. Leading US exports to South Africa included in 1983 $218.4 million in aircraft and aircraft turbines 60 percent of South Africa's supply and $122.2 million in computers and computer parts 35 percent of South Africa's foreign supply. The US imports one-third of South Africa's total Krugerrand gold exports, a critical source of foreign exchange earnings. For years, organizations and people across the world have been calling for the United States and the other major foreign investors in South Africa to disinvest from that country, to withdraw the economic support which they are giving to the minority government and its apartheid system. The primary response which US corporations have made against these calls has been that serve as a positive influence on the treatment of blacks within South Africa. Morgan Guaranty Trust Corporation has written that "the continued presence in South Africa of US companies constitutes a source of economic well-being for black South Africans, and can be a spearhead for improvement in employment practices, as shown by the [Sullivan Principles]."

      PLEASE NOTE: Under South African laws, inter-country adoptions are governed under the Child Care Act, No. 74 of 1983. Under this Act, inter-country adoption was not allowed and a section in the Act prohibited foreigners from adopting South African-born children, unless one of the adoptive parents was a South African citizen resident in South Africa or otherwise had residential qualifications and had applied for naturalization. However, with the inception of the new government in May 1994 and passage of the new Constitution, along with a specific Constitutional Court decision in the year 2000, drastic changes have been made to the Act and American citizens are now able to adopt South African-born children.

In an unprecedented effort, Trade Ministers and officials from over 50 African countries, along with representatives from 29 regional organizations and international agencies, the private sector and observer countries met at the invitation of the Gabon Government to examine Africa's needs and concerns in the multilateral trading system. A series of 24 workshops presenting the main WTO agreements were conducted with the participation of African government Ministers and officials. Mr. Moore was especially pleased with the workshops organized as part of the Conference. He said these were the heart of the meeting. The workshops attracted a wide audience of both Ministers and officials and were presented jointly by the WTO Secretariat and other organizations such as the United Nations Conference for Trade and Development (UNCTAD) and the World Intellectual Property Organization (WIPO). The workshops covered WTO agreements and issues of greatest concern to Africa, including regionalism and agriculture.

A FOOTBALL match pitting ZANU PF youths and their Movement for Democratic Change (MDC) counterparts in the rural Goromonzi constituency in Mashonaland East province last weekend was insignificant in so far as this month’s parliamentary election, which has grabbed global attention, is concerned.
However, to many Zimbabweans who have lived through unprecedented political polarisation punctuated by violent confrontation between supporters of the rival parties, the match, won by the MDC team by two goals to one, was a breath of fresh air. The run-up to the poll, Zimbabwe’s sixth parliamentary election since independence in 1980, has been relatively peaceful, with far less reported cases of political violence than the 2000 and 2002 general elections. This notwithstanding, questions still remain over the country’s ability to deliver a credible poll, which is more needful now than ever, because of the ostracism the hotly contested results of the past two general elections have brought.
