After coming to power in 1994, the ANC not only continued the social and economic war waged on the working class by the Apartheid regime, but intenified it. Tariff barriers have been lowered at a rate faster than that demanded by the World Trade Organisation. Far from attracting foreign investment, it has led to a flight of capital with 5 of the top ten companies on the Johannesburg Securities Exchange relocating their head offices overseas.To maintain the limit on public spending in the health sector, the government has refused to supply free drugs to Aids sufferers despite the fact that SA has the highest number of HIV/AIDS sufferers in the world. The result is that SA is competing with Brazil for the position of the most unequal society in the world. Unemployment is estimated at between 6 - 8 million, more than 40% of the economically active populaton. 57% live below the poverty line with 18 million people earning less than R350 (less than 35 pounds) per month when the minimum living level for a low income family of five is very coservatively estimated at R1 400 (under 14 pounds) a month. This is the first two-day general strike since the ANC came to power. Far more explicitly than the one day general strike against job losses last year, this action is directed againt the ANC government. Cosatu is part of what the media misleadingly describe as the "ruling" Tripartite Alliance. Cosatu may be part of the Alliance but it is certainly not ruling. Its role is to police the working class securing acquiesence to the policies of its "senior" Alliance partner, theANC. All the Cosatu leadership have been demanding so far is to be consulted about privatisation, not to oppose it in principle. Pressure from below has made it impossible for them to continue to act as a political rubberstamp for anti-working class policies.

st and 2 nd October, is a direct result of the impact of the Samwu strike. In effect Samwu has smashed its fist through the paper concealing the cracks in the Tripartite Alliance. th July in a compromise agreement with a narrow majority in favour. It provides for a differentiated increase of 9% for those below R3 200 a month and 8% for those above plus a new minimum of R2 100 (up from R1 900). The agreement was rejected by the four (out of nine) provinces where the major cities are located: Gauteng (Johannesburg), Western Cape (Cape Town) and Kwa Zulu Natal (Durban) as well as the traditionally militant Eastern Cape. Even though Samwu did not achieve its original demand of 10% and a minimum monthly wage of R2 200, this was nevertheless a partial victory. The agreement was inadequate. Inflation has just reached 9.8% turning the deal into a cut in real terms, aggravated by 14% food inflation and the extension of the deal over three years. Despite this it was still seen as significant achievement. This was because the employer body Salga (South African Local Government Association) had been forced to eat their arrogant words and prevented from unilaterally imposing the 8% "final offer" agreed with the traditionally conservative white-led Imatu. By preventing Salga from extending the government’s public sector unilateralism into local government, Samwu has won a victory for the entire labour movement. Samwu enjoyed enormous sympathy during the strike despite reservations about the damage to property that occurred. Even the tactic of trashing the streets was seen as legitimate. One of the main factors in the support for Samwu, was the conduct of Salga and the revelations of the outrageous packages senior managers awarded themselves.

NAMIBIA Parts of Namibia are notoriously dry and much of the country is made up of the Namib Desert and the Kalahari. Towards the north the country becomes greener with the Etosha Pan filling with water from northern rivers. This area is rich in diverse wildlife. The Skeleton Coast marks the area where the Namib meets the Atlantic Ocean and is littered with wrecks of ships that ran ashore in the treacherous waters, whalebone shelters used by the San and ghost towns that boomed during the early diamond days. Due to its harsh environment Namibia is sparsely populated with various different groups. Its population is made up of San, Damaras, Ovambos, Namas, Hereros, Oorlams, Kavangos, East Caprivians, Rehoboth Basters, Kaokovelders, Tswanas and European settlers, mostly German. The country is rich in natural resources and its main mineral products are copper, diamonds, gold, lead and uranium. The South African and Portuguese governments jointly developed the Kunene hydroelectric scheme in 1969. Fishing is also a prominent industry in Namibia, but exploitation of the rich marine resources led to the near extinction of pilchards and anchovies in the 1960s and 70s. Strict controls were put in place and the numbers of fish have steadily increased since then. By the beginning of the twentieth century African resistance become the central theme under local leaders. German forces were still occupied in crushing the 1903 Bondelswarts Uprising and were hard pressed when the Herero rose in revolt in 1904. Once reinforcements arrived with superior guns German troops defeated them. The new German commander-in-chief, General Lothar von Trotha, ordered the extermination of all Herero people. Pursued by German troops they fled into the desert, into northern Ovamboland and into eastern Bechuanaland, or Botswana. While the German troops were destroying the Herero, the Portuguese launched a new offensive against the northern Ovambo.

Obasanjo supporters are still in good voice
President-elect Olusegun Obasanjo has promised to rebuild the country when he takes office to lead Nigeria's first civilian government for 15 years. In his first public speech since he was declared the winner of last weekend's elections, the retired General Obasanjo called for political unity and promised he would lead "an open and fair and transparent government". "I will fight corruption," said General Obasanjo, who ran Nigeria as a military ruler before handing over to civilians two decades ago. He told reporters at a conference hall in Abuja he felt "humbled" by the choice of the Nigerian people and promised to improve the public sector, which is widely regarded as corrupt and inefficient. Olusegun Obasanjo: "The people of Nigeria have made their choice" "Together, we will strive to bequeath to the next generation a truly democratic system of governance for our country," said General Obasanjo, who won 18 million votes as against 11 million votes for his rival, former finance minister Olu Falae. Nigeria's current military ruler, General Abdulsalami Abubakar, has pledged to step down on 29 May, to make way for civilian rule. During a brief question-and-answer session, the president-elect was non-committal on whether he would set up a South African-style truth and reconciliation commission to investigate the crimes of past regimes. ... At present it is clear to each and every objective observer that conditions for a free and fair election do not exist in Zimbabwe. There is therefore nothing whatsoever to suggest that the elections will be free and fair, or indeed legitimate. The electoral environment is actually worse than it was during the March 2002 presidential elections. Contrary to the view propagated by the South African Government, their counterparts in Harare are not taking any meaningful steps to ensure the elections will be free and fair.

The Commission for Africa (CFA) is a UK-led initiative, launched by British Prime Minister Tony Blair in February 2004, to take a fresh look at the challenges Africa faces in the 21st Century. The Commission aims to generate increased support for the New Partnership for African Development (NePAD) and to build momentum for the UK’s G-8 Summit year and presidency of the European Union in 2005. At independence, the Nigerian government consisted of three ethnic states united in a federation.
