From AD50 onwards, Buddhist culture was established in Afghanistan, under the rule of the Kushans, which lasted until the turn of the fifth century (the famous giant statues of Buddha destroyed by the Taleban in 2001 dated from this period). By AD550, the Persians were once again the dominant power in the region. Yet a far more important influence, which emerged around this time, was Islamic religion, introduced by Arabs and supplanting the existing dominant Zoroastrian creed. During the 10th and 11th centuries, under the Ghaznavid dynasty, Afghanistan became a major center of Islamic power and civilization. Their rule finally was brought to an end by the Mongol warlord, Genghis Khan, who invaded in 1219. The Mongols destroyed most of the sophisticated irrigation system (traces of which can still be seen today), which had rendered much of the country highly fertile and prosperous; the majority of it was turned into - and remains - permanent desert.

As a result, many treasures and artifacts have been discovered and collected. The Kabul Museum, housed the most comprehensive record of Central Asian history. Many of its pieces have been dated as far back as pre-historic times. One of the museum's largest displays, was the magnificent Bagram Collection. Discovered in 1939, by archaeologists excavating a Kushan fort, it contained an amazing 1,800 pieces from India, Rome, Greece, Egypt, and Central Asia. The Kabul Museum also had one of the largest displays of Greek and Roman coins found near Kabul. This collection was a historical treasure, as it contained coins from numerous civilizations dating from the 8th century B.C. to the late 19th century. This figure of Maitreya and worshippers from Paitava, stands 25 cm tall. This piece is from the 3rd Century and represents an orientalized Roman sculpture.

CULTURE Most Emiratis are Sunni Muslims subscribing to the Maliki or Hanbali schools of Islamic law. Many of the latter are Wahhabis, though UAE Wahhabis are not nearly as strict and puritanical as the Saudi variety; the UAE is probably the most liberal country in the Gulf but it is still very conservative by Western standards. There are also smaller communities of Ibadi and Shiite muslims. The oddest thing about the UAE's population is that only 500,000 of the 2 million people living in the country are UAE citizens; the rest are expatriates from other Gulf countries, and from Pakistan, Iran and India. Arabic is the official language but English is widely understood. In Dubai, you can also get by practicing your Farsi, the Persian language spoken in Iran. Urdu is spoken by the large number of Pakistani expatriates living in Abu Dhabi and Dubai.

NEA, State Dept. to Fund Projects Showcasing U.S. Art Abroad
The National Endowment for the Arts has teamed up with the Department of State and Europalia International on a new initiative that will provide grants of up to $500,000 each to U.S. organizations to showcase American art through a series of performances, exhibitions, lectures and symposia at Europalia.usa 2007, one of Europe's largest international arts festivals.
Since 1969, the Europalia festival has featured the performing and visual arts of countries throughout Europe and the world. In the past, the festival has celebrated the arts of Italy, the Netherlands, the United Kingdom, France, Germany, Greece, Spain, Japan, Mexico, Russia and other countries. For the first time in 2007, the festival highlight art from the United States.
"U.S. artists and organizations will have the opportunity for significant exposure on the world stage," Tony Chauveaux, NEA's deputy chairman for grants and awards, told ACFR . "Europalia.usa 2007 will reach an estimated 1.5 million audience members directly and millions more across Europe.
"Through participation in this important cultural event, the United States will bring major artistic exhibitions and cultural performances to the capital of Europe," he said. "Audiences from Belgium, visitors of neighboring European countries, representatives from EU [European Union] member countries and tourists from throughout the world will be able to experience the richness and diversity of American culture."

On January 19, the University of Nebraska Board of Regents approved a ground lease agreement with the Suzanne and Walter Scott Foundation to construct additional student housing on UNO's south campus.
Scott Village will have 480 units and will join UNO's two other residential facilities - Scott Hall on the south campus and University Village on the north. This addition brings to UNO a total housing capacity of more than 1,200 beds. The new facilities will be available for fall 2003 occupancy.
This is exciting news for students planning to attend UNO who want on-campus living. Last year, more than 700 students were placed on a housing wait list.
As with UNO's existing residential halls, a professional management company will be hired to manage the facility. Students enrolled in the College of Information Science, Technology and Engineering will have priority for assignment in Scott Village, followed by students in programs for which UNO has statewide responsibility.
Scott Village will be built on 12 acres of land southeast of Scott Hall. Plans call for 10, three-story buildings to be constructed, featuring apartment-like suites. Each suite offers shared living and kitchen space, four private bedrooms and two shared baths. Other amenities include a 2,500-square-foot clubhouse for resident gatherings and use.

The soldier's baton hit me hard against my back, knocking out any illusions I had about women's progress here in Afghanistan. Are women better off now? In our journey across the country, we found women still fearful of being punished if they don't wear their burkas, if they speak without permission from their male relatives, if they venture out into the workplace. After decades of civil war, many are wary of the new government, which is sending mixed messages about what they can and can't do. Permission required In Kabul's women's prison, many of the conditions have improved since the Taliban's downfall. But the cells are nearly full again; women are still being incarcerated in violation of their basic human rights for crimes such as travelling without being accompanied by a man or marrying without their families' permission. 'It's wrong to say it was just the Taliban that pressed for the introduction of a radical version of Islamic law. This has always existed in Afghanistan,' says Martin Lau, an expert in Islamic law at the University of London's School of Oriental and African Studies.

AFGHAN`S SHARE IN INDIAN ART AND CULTURE Afghanistan and Hindustan (presently India) were two neighboring countries just more then half century ago. Before the partition of subcontinent, Afghans and Indians had a frequent exchange of business and cultural activities. According to famous Indian writer and Afghan affair specialist Mr. Manohar Singh Butra, close relations between Afghans and Indians remained a vital and glittering point in regional history.
