June 22, 2005 Dear Minister Chambers and Minister Kennedy, As you both know, Ontario has a long, rich history of adult education. For the past decade, the policies of the provincial government have not built on this history. During the course of my review of adult education, I found broad agreement among all involved that Ontario lacks a cohesive system of adult education. In 1994, former president of Lakehead University Bob Rosehart made the statement that adult education is much like an archipelago without a good ferry system. My advice to you is that we are dealing with much the same situation today. Adult learners live complex lives. Their re-entry into the learning environment, in many instances, requires a profound leap of courage, and yet their learning success is integral to the health of our communities and our economy. These learners are the parents of the children in our public schools. They are newcomers whose expertise we require in our workforce. They are young adults who want to contribute but need to find a way back into the education system before they can enter the workforce. Often, they are students at risk of leaving school, even 16- and 17-year olds, who can benefit from strategies used in adult programs. And they are seniors who will stay healthy and mobile if they are able to remain active in the community.

Adult Education Act
With the passage of the Workforce Investment Act of 1998 (PL 105-220), the Adult Education Act, as administrators of adult basic education have known it for the past 30 years, has passed into posterity. We thought it appropriate, therefore, to provide a brief legislative history of this landmark piece of legislation that is no more. This document traces the Federal involvement in adult basic education by noting references to legislation and provisions of law and regulations. This synopsis was prepared for the Consortium by Dr.Gary Eyre FEDERAL RESPONSE TO ADULT ILLITERACY A History of the Adult Education Act The Federal government has been involved in adult education for well over 200 years. The nature and extent of Federal attention to the needs of adult learners has varied over this period, but, from its earliest days, the government provided funds to establish, encourage, and expand programs to assist adults in overcoming educational deficiencies which would hinder productive and responsible participation in the life and growth of the nation. At the state level, evening schools for adults, part-time education, citizenship/Americanization classes for the foreign-born and the Chautauqua experience were fore runners of the State/Federal adult education movement. State histories give evidence of organized adult education as early as the 18th century.

UNITED NATIONS LITERACY DECADE LAUNCHED IN NEW YORK
On 13 February the United Nations Literacy Decade (2003-2012) was launched at United Nations Headquarters in New York. As a flagship programme of the Education for All process, the Decade aims at achieving the goals set in 2000 at the World Education Forum in Dakar. These include halving adult illiteracy by 2015, ensuring that by then all children, especially girls, have access to primary education, and improving overall the quality of education. UIE will be an important partner for UNESCO in the coordination and implementation of the Decade. The Institute will formulate implementation guidelines to help Member States incorporate specific goals for literacy, non-formal education, adult and lifelong learning into national EFA action plans. Furthermore, it will provide technical assistance for the development and evaluation of literacy programmes, learning materials and the training of literacy experts and trainers.

It welcomes particularly the recognition of the role of public libraries as providers and facilitators in the support of Life-long Learning, Adult Education and Literacy Programmes. PHILOSOPHICAL CONTEXT The philosophical and historical context of public library provision has been aimed at ensuring access to the world of learning to those who for whatever reason-time, distance or financial, are unable to attend formal education centres. The mission of the Adult Education Program is to provide leadership, training, technical assistance, monitoring, and evaluation to assist adult education service providers to achieve the goal of a literate South Carolina. Adult Basic Education (ABE) . The Adult Basic Education program provides the opportunity for adults with low literacy skills, (less than eighth grade level), to work with materials to be taught in an environment conducive to their level, and to improve their reading, math, and writing skills. In spring 2001 seven major networks took the initiative to form a Consultation Platform. They are CSR Europe (the Business Network for Corporate Social Responsibility), European Association for the
Education of Adults (EAEA), European Forum of Technical and Vocational Education and Training (EfVET), European University Association (EUA), European Vocational Training Association (EVTA) and Solidar in association with European Youth Forum. The co-ordination of the Consultation Platform was ensured by EVTA, lead partner in the project. The purpose of the Consultation Platform was to maximise the impact of civil society organisations on the development of the Communication on Lifelong Learning. All of these European networks have experience that identifies them as natural partners for a European consultation on lifelong learning. Together they cover a wide range of fields from general education to vocational training, from youth till elderly, from employed to unemployed, encompassing various specific target groups from both the demand side and the supply side of lifelong learning.
