Institute of International Education, Stockholm University ADULT EDUCATION AND LITERACY MONOGRAPH SERIES The monograph series contains focused studies on specific adult education and literacy-related themes deemed to be of high interest to policy makers, practitioners and the general public in America. Each monograph has an international and comparative orientation, drawing on empirical data collected as part of the International Adult Literacy Survey (IALS). The studies are designed to convey important findings from the IALS in an easily accessible format to a wide, non-technical audience. They build to a large extent on available data analyses and findings, but drawing out the important implications for policy-makers and program officials in America. The IALS was a 22-country initiative conducted between 1994 and 1998. The U.S. component of the survey was funded primarily by the United States Department of Education, National Center for Education Statistics. The Canadian part was funded primarily by Human Resources Development Canada, Applied Research Branch and National Literacy Secretariat.

Liz Burge is Professor of Adult Education in the Faculty of Education. Her doctoral dissertation from the University of Toronto (1993) reported a qualitative study of learning experiences in computer conferenced environments. She teaches mostly in the MEd program. Among other publications, she edited The strategic use of learning technologies (2000, Jossey-Bass) and co-edited with M. Haughey Using learning technologies (2001, Routledge Falmer). Earlier (1998), she co-authored, with J. Roberts, the second edition of Classrooms with a Difference: Facilitating learning on the information highway . Liz researches and publishes on a variety of distance education topics, conducts workshops in Canada and overseas, and contributes to various national and international professional associations and working groups, especially concerning adult and flexible/distance learning, gender, and technology in learning. She values the use of holistic, reflective and critical perspectives on learning.

From time to time, CAAL publishes papers on important, timely topics in adult education and literacy. They range from essays to information bulletins to research reports to issue briefs. TO REACH THE FIRST RUNG AND HIGHER: Building Healthcare Career Ladder Opportunities for Low-Skilled Disadvantaged Adults
, 78 pp. This paper is coauthored by Forrest P. Chisman and Gail Spangenberg of the Council for Advancement of Adult Literacy (June 6, 2005). It is based on various CAAL activities including in-depth review of six exemplary career ladder programs offered in various institutional settings: a union, a hospital, a community-based organization (CBO), and three community colleges in partnership with an array of medical centers. The programs are profiled in depth in this paper and the authors discuss their principle findings based on CAAL's research to date. The paper contains ideas and suggestions for institutions that may want to either create a new healthcare career program for low-skilled, disadvantaged workers or improve exisiting programs.

Council of Adult Education Library
The Council of Adult Education library supports adult learners throughout Victoria. It provides information resources, services and facilities to support CAE's educational program and operations, assists other agencies providing adult, community and further education, and aims to enhance the learning experience and outcome of CAE clients. The CAE Library is based at the Council of Adult Education Melbourne. The library's wide- ranging collection is open for public access and is ideally located for city workers. Full library membership is available at $40 per year ($20 concession) and is free to those undertaking a CAE course. The Council of Adult Education Library is also the national clearinghouse for adult and community education publications/reports/reports in progress, and contributes to the NCVER (National Clearinghouse Vocational Education Research) database.

These analyses of how adult education works in the context of welfare-to-work programs were conducted for a large sample of welfare recipients who entered one of the 11 programs studied in the National Evaluation of Welfare-to-Work Strategies (NEWWS) without a high school diploma or General Educational Development (GED) certificate. Lindeman's methods of adult education stress the importance of discussion. He believed that the curriculum should focus on the method instead of content. Lindeman wrote that learners should have a set of analytical skills which could be applied to understand a range of different situations, that "education is a method for giving situations a setting, for analyzing complex wholes into manageable, understandable parts" (1926, p. 115). These analytical skills would be developed through discussion groups. He believed that adults need to learn how to learn, that metacognitive skills need to be taught and developed. In 1920, Lindeman wrote about andragogy with Martha Anderson. They stated that andragogy was "the true method of adult learning" (as cited in Brookfield, 1987, p. 127). This was to become one of the most important concepts in the field of adult education. The theory of andragogy was further developed in the 1970s by Malcolm Knowles. Though Lindeman's ideas on curricula for adult education changed, by the 1940s he was becoming rather specific. He stated that the maintenance of a democratic society should be used as the curricular agenda for the discussion groups. In 1944, he stated that adult education should assist adults to learn how to make important choices reflecting issues they are obliged to confront. The connection between social action and adult education is evident in his statement: "All successful adult education groups sooner or later become social action groups" (as cited in Brookfield, 1987, p. 133).

Search: Home Products Practitioner Toolkit: Working with Adult English Language Learners (ELLs) As the adult English language learner population continues to grow, many adult literacy and family literacy programs are experiencing new or rapidly expanding ELL populations and are not fully equipped with resources to serve families learning English. This is particularly true for many faith-based and community-based providers in rural areas, as well as other small, locally funded projects. Many of these providers lack experienced staff trained to work with adult English language learners, and lack both resources and infrastructures.
In response to this need, the Practitioner Toolkit: Working with Adult English Language Learners was developed. This Toolkit provides needed support and serves as a resource to adult education and family literacy instructors who are new to serving English language learner adults and families. The Toolkit provides a variety of materials to help practitioners begin to meet the language and literacy development needs of the ELL students they serve through the following components: responses to Frequently Asked Questions; a first-day orientation guide; lesson plans; and research-to-practice papers on critical topics.
