U.S. HOUSE OF REPRESENTATIVES March 1, 2004 Support Strengthening Adult Education Programs Support the Job Training Improvement Act (H.R. 27) Dear Colleague: Tomorrow, the House will vote on the Job Training Improvement Act (H.R. 27), which would strengthen and improve America’s job training system. An essential part of training workers is ensuring that adult education programs provide the core basic skills that are indispensable in today’s competitive job market. The bill would strengthen these programs by focusing on basic skills such as reading, writing, math, and English fluency, the building blocks upon which further job skills can be built The adult education programs under the Adult Basic Skills and Family Literacy Education Act currently serve 2.7 million adults, almost half of who are immigrants whose first language is not English. They also serve those who are working to get a GED or its recognized equivalent or those who are preparing for higher education. Many individuals currently participating in these programs have dropped out of school, cannot speak English fluently, have not mastered basic skills, and thus are limited in moving up the economic ladder to better paying jobs or obtaining a higher education. Among other things, the Job Training Improvement Act would reauthorize and strengthen adult education programs by:

U.S. budget cuts 75% of adult education funds
Monday, May 23, 2005 By Karen MacPherson, Post-Gazette National Bureau
WASHINGTON Pennsylvania faces a 75 percent cut in federal funding for its adult education programs if Congress approves budget reductions proposed by President Bush. If the cuts are approved as state adult education officials fear federal funding for adult education programs in Pennsylvania would drop from $19.3 million this year to $4.8 million next year. As a result, Pennsylvania would be able to serve only half of the 53,000 people currently enrolled in adult education classes to earn their high school diploma or equivalent, learn to read or learn basic math skills, said Rose Brandt, director of the Bureau of Adult Basic and Literacy Education of the Pennsylvania Department of Education. "You can call it devastating. You can call it shortsighted," Brandt said. "Everyone talks about the fact that we don't have a workforce with the skills needed to compete in a global economy, yet we're not willing to invest in helping them develop those basic skills." It could get even worse, said Amy-Ellen Duke, a policy analyst for the Center for Law and Social Policy, a Washington, D.C.-based nonprofit group focused on issues facing low-income families.

Funded by a grant from: The U.S. Department of Education, National Institute for Disability and Rehabilitation Research (NIDRR) Adult education program staff confront significant challenges of diverse learner needs, very limited resources, and fragmented support as they respond to their mission "of improving educational opportunities for adults who lack the level of literacy skills needed to be effective citizens and productive employees." This challenge is significantly increased for the estimated 30% of adult education participants with disabilities (USDE Office of Vocational and Adult Education, 1995). For many of these individuals with disabilities, adult education requires substantial modification of the typical approaches to assessment, instruction, and enrollees' responses. These modifications are required to accommodate the learner's unique needs. The purpose of this three year research and demonstration project was to provide adult educators and adults with disabilities with validated accommodations useful in instruction and assessment. These accommodations, along with information about their legal rights and responsibilities, helped the individuals meet their educational needs and successfully function in employment and community settings.
