    Actual pilot programs will be distinctive and build on local circumstances and potential for collaboration. Enlightened self-interest is the presumed basis for cooperation. Designation of a liaison with the Futures Committee is a prerequisite to allow assistance, evaluation, and sharing.
    Each of the following 10 examples is a fictionalized composite based on information about actual local programs. Together, they are intended to encourage consideration of various potential approaches, and exploration of ways to build on current adult education related to citizen role that can strengthen collaboration, diversity, and grass-roots democracy.

    With five full time faculty members teaching in adult and continuing education the department is one of the biggest adult education departments in the Big 12. The faculty bring very diverse academic and professional adult education experiences to the classroom. All have contributed at some point in their careers to the leadership of national adult education organizations and to the professional knowledge base through their publications and presentations. Additionally, they have all received numerous awards for their contributions to the field. Listed below are faculty biographic statements for the department chairperson as well as the full time faculty and the three adjunct professors who teach courses for the department. Robert C. Newhouse, Ph.D., Assistant Dean of the College of Education, Interim Chair of the Department of Foundations and Adult Education and Professor of Educational Psychology. Dr. Newhouse has been at Kansas State University for more than 26 years. During that time he has taught undergraduate and graduate classes, including research methodology, and has served as an administrator for two departments and as an assistant dean. He received his Ph.D. from the University of Oregon. His teaching and research interests include research methodology, measurement and learning. Dr. Newhouse is the author of numerous research articles primarily in the area of educational psychology, rural education, and cultural diversity. He has served on faculty senate and is actively involved with many university and college committees. He is the past recipient of the College of Education Outstanding Undergraduate Teaching Award and was the winner of the Kansas Library Association paper competition.

      The story of the International Adult and Continuing Education Hall of Fame officially began with the desire to provide a mechanism to honor and document contributions of the past to better build the future. Dr. Thurman J. White began the discussion of this idea with current leaders and officers of several associations and organizations (University Continuing Education Association, American Society for Training and Development, American Association of Adult and Continuing Education, ECOP/National Association of State Universities and Land Grant Colleges). After considerable discussion, the Hall was incorporated in the state of Oklahoma on September 20, 1995, as a not-forprofit corporation.     Howard A. Hovland Howard A. Hovland has contributed nearly half a century of leadership to adult education as a teacher, administrator, innovative professional practitioner, philanthropist and volunteer. He established the first Adult Literacy Basic Education Program in South Dakota in 1964, which became a state model. By 1972, the adult basic education programs in South Dakota had grown to thirty-two. Hovland also established the South Dakota State Adult Education Association (now called the South Dakota Association of Lifelong Learning) in 1966, and became its first president. Hovland began his career teaching adult evening classes in Sioux, Falls, South Dakota in1959, and became the supervisor of the Adult Evening and Community Education program which grew to 120 courses. In 1968, he brought together the state director of Adult Basic Education, the Department of Public Instruction, and South Dakota State University in a cooperative effort in Region VI to teach and train more people in the Adult Basic Education Program throughout the state. In 1985, Hovland made a personal financial contribution to the Missouri Valley Adult Education Association (MVAEA). The contribution was for the establishment of a permanently endowed development fund for creative and relevant program services to provide annual awards to local memberships of a seven Midwestern state area. His financial contributions to the fund were increased with the establishment of an annual silent auction held at each annual conference. Since 1988 the fund has provided MVAEA annual awards.
