Division of responsibilities
Overall responsibility for education in Sweden rests with Parliament and the Government. With the exception of the University of Agricultural Sciences, under the Ministry of Agriculture, and employment training, which is the responsibility of the Ministry of Industry, Employment and Communications, all public education-and as from 1997 also child care services-comes under the jurisdiction of the Ministry of Education and Science.
Those responsible for the provision of education under the Ministry of Education and Science are the National Agency for Education, the National Agency for Special Education, the county councils, the municipalities and private mandators.

Folkeoplysning
‘Folkeoplysning’ (liberal adult education) is a concept encompassing teaching and educational methods which do not form part of the formal public education system. ‘Folkeoplysning’ as a concept originates in the religious and social movements of the 19th century. One of the main proponents of these movements was the Danish philosopher, poet, educationalist and clergyman, N.F.S. Grundtvig.
The types of schools dealt with below all originate in private initiatives taken by grassroots movements. These include adult education (evening schools), association life, and independent residential schools which are private, self-governing institutions even though they receive considerable public funding. However, public authorities supervise the schools that offer general qualifying education for adults and young people.
The Act on Financial Support to ‘Folkeoplysning’
Adult education, sports and youth associations, youth clubs and the university extra-mural departments are all covered by this law, which lays down guidelines for the allocation of financial support by local authorities. At the local level, a committee on ’Folkeoplysning’ draws up more detailed regulations based on local needs.
The municipality is free to set the overall allocation. However, it must include support for adult education, activities for children and young people and facilities for sports, youth associations and clubs. The fundamental principles of ’Folkeoplysning’ are: free choice of topics, universal access, free initiative and free choice of teachers. In 1996, approx. 1.5 million adults participated in adult education. The cost of these activities is approximately DKK 426 million a year, excluding grants for the funding of facilities and the participants’ tuition which makes up a minimum of 1/3 of the expense.

It was on this day that the Provisional Committee of what became the Workers’ Educational Association, ‘consisting entirely of Co-operators and Trade Unionists’ assembled at Toynbee Hall for their first meeting (Mansfield 1920: 12). Four years earlier, at the Oxford University Extension summer meeting, Albert Mansbridge had proposed that there should be closer links between the extension movement and worker’s organizations such as trade unions and co-operative societies (Fieldhouse 1996: 166). In 1903 this proposal was set out in three influential articles in the University Extension Journal (reprinted in Mansbridge 1944).     This select, annotated, bibliography has been designed to give a flavour of the development of adult education. The focus here is on the UK - but material from other countries is included. This is, necessarily, a selection - so a lot has been left out. We're still working on the later sections. At the moment I have annotated the general histories and listed books dealing with different institutions. I will be annotating these over the next few months.     Howard - in his late 70's Howard Yale McClusky: Adult Education Pioneer and Statesman Lifelong Learning: The Adult Years, 4 Roger Hiemstra, Professor of Adult Education, Syracuse University A tribute! A testimonial! A labor of love! This article is all of these. I have known Howard for 13 years and consider him to be my prime "mentor." It was his personal and very convincing long-distance tele­ phone call in 1967 that started me in an adult education graduate pro­gram at the University of Michigan. However, this is not intended as a maudlin reminiscence of how one person affected the life of another. It is based on the deep respect I have for Howard, on a growing apprecia tion of the impact he has had on the field of adult education, and upon the realization of how many lives he has affected. This project was begun nearly two years ago after reading an interesting write-up by Gary Dickinson in Adult Education on Coolie Verner's contri­ butions to adult education.
