PROGRAMES 2003 POLICY ADVOCACY FOR TRANSFORMATIVE ADULT LEARNING
Support For National-Level Civil Society Networks on Education Policy Advocacy:
Recognizing that limited capacities of CSO groups for education advocacy at the country level are major impediments to translating international policy commitments to actual education reforms, ASPBAE's main efforts in policy advocacy during the period centered on capacity-building for policy advocacy on education. This has significantly moved much of ASPBAE's energy towards in-country work covering nine (9) countries in South Asia, South East Asia and the South Pacific. These are India, Pakistan, Nepal, Indonesia, the Philippines, Papua New Guinea, Vanuatu, Solomon Islands and Samoa.
These capacity-building efforts were pursued through two programmes, the South Pacific Education Advocacy Programme and the Real World Strategies project, a joint initiative with the Global Campaign for Education (GCE).

Educational Work and Research Unit History and Precepts
Adult education centres in Austria date back to the founding of such institutes in Krems on the Danube in 1885 and in Vienna in 1887. After the Second World War they soon developed all over Austria and in 1950 the Association of Austrian Adult Education Centres (VÖV) was founded.
About two-thirds of the adult education centres are themselves registered associations, a fifth of them are run by local councils and the rest belong to the Arbeiterkammer (Chamber of Labour). Today, the adult education centres constitute the oldest and, at the same time, largest institution of adult education in Austria. They are largely self-financing (60%), with the rest of the money deriving - in varying degrees - from the various organisations responsible, provincial governments, local councils and the Federal Ministry (less than 5%).
