    International Child Abduction
    Parental child abduction is a tragedy. When a child is abducted across international borders, the difficulties are compounded for everyone involved. This pamphlet is designed to assist the adult most directly affected by international child abduction, the left-behind parent.
    The Department of State considers international parental child abduction, as well as the welfare and protection of U.S. citizen children taken overseas, to be important, serious matters. We place the highest priority on the welfare of children who have been victimized by international abductions.
    The Department of State's Office of Children's Issues (CA/OCS/CI) is designated to provide assistance to the left-behind parents of international parental child abduction. Since the late 1970's, we have been contacted in the cases of approximately 16,000 children who were either abducted from the United States or prevented from returning to the U.S. by one of their parents. This part of the website discusses what the Department of State can and cannot do to help you. In addition, because we are only part of the network of resources available to you, we mention other avenues to pursue when your child has been abducted across international borders. As with all user interface design, the method used for designing a groupware system is more significant than specific design suggestions. This introduction thus begins with the groupware design process. The remaining sections address some of the most common issues that face groupware designers.
The Groupware Design Process
It's best to start by gaining a solid understanding of your prospective users, what their goals are, and how they go about their work. For broadly-targeted groupware applications, such as videophones or email, understanding users can boil down to understanding how human beings communicate in the first place. A design is also best informed by conducting user studies on system prototypes. In these cases user testing is often significantly more difficult than with single-user systems for the following reasons:
  • Organizing and scheduling for groups is more difficult than for individuals.

The Seed Industry in U.S. Agriculture Consumers and the Future of Biotech Foods in the United States The Effects of Information on Consumer Demand for Biotech Foods: Evidence from Experimental Auctions —Consumers' willingness to pay for food products decreases when the food label indicates that a food product is produced with the aid of modern biotechnology. An experimental auction was designed and conducted to elicit consumers' willingness to pay for "genetically modified" (GM)-labeled and standard-labeled foods under different information regimes. For vegetable oil, tortilla chips, and potatoes, labels mattered. Consumers discounted food items labeled "GM" by an average of 14 percent. The study also found that gender, income, and other demographic characteristics had only a slight impact on consumers' willingness to pay for biotech foods, while information from interested parties and independent third-party sources had a strong impact. Introduction
Information goods make up a sizeable and increasing fraction of the world's trade - and an even larger fraction of profits, since margins tend to be higher (Compare Microsoft's profit/turnover ratio with those of General Electric). This trend towards an "information economy" is continuing. Ethical trading and appropriate technology policies should therefore cover informational products. With some goods the major ethical concerns are in their manufacture or the effects on the environment of their use. Examples are wheat, iron, refrigerators, and so forth. Such goods are covered by a draft Oxfam GB Ethical Purchasing Policy, which advocates products that "are produced and delivered under conditions that do not involve the abuse or exploitation of any persons" and "have the least negative impact on the environment". The policy mentioned considers weapons and baby milk powder as special cases. But there are many products other than weapons and baby milk powder whose production and delivery may raise no or only minor environmental and ethical concerns, but which may still have effects of major concern in the way they affect the autonomy and independence of users. It is the contention of this paper that software falls into this category.
