Who can adopt in Saskatchewan? You must be a Saskatchewan resident, unless the court has waived residency requirements. Married adults jointly; an unmarried adult; or any other person or persons that the court may allow, having regard to the best interests of the child, may make application to the court for an order of adoption. What adoption programs does the Department of Saskatchewan Community Resources and Employment (DCRE) Offer? Domestic Adoption Assisted Adoption The Assisted Adoption Program may provide assistance to adoptive families who are interested in the challenge of parenting children who have special needs and are in the care of the Minister of Community Resources and Employment prior to adoption. This program is discussed with families pursuing adoption of children with special needs.

Those closely associated with adoption-adult adopted persons, birth parents, adoptive parents, and their friends and families-know that its effects can be felt for a long time, in fact for a lifetime. Adult adoptees often talk about them.

Increasing the Adoption Sensitivity of School Personnel There are several ways that you can work to increase the sensitivity of school personnel to adoption issues. Maybe you will not be able to accomplish all of these, but hopefully you can achieve some. Encourage principals, counselors, and teachers to use positive adoption language. To use it, they have to know it. Photocopy the information sheet on page 8 of this factsheet and give it to as many school personnel as you can.

What adoption issues are most pressing in Canada today, and what are some ideas for improving the lives of everyone involved in adoption? We asked Elspeth Ross, an educator, researcher, Board member of the Adoption Council of Canada, and the adoptive mother of young adults. Here’s what she told us about some issues and ideas that have come out of her own involvement with adoption and from listening to others in the adoption community:
  • Among Canadians there is a general lack of awareness about adoption, despite the fact that a large percentage of the population is involved in some way. Provincial and federal governments need to take more responsibility for all aspects of domestic and international adoption, and to work together on behalf of children. We need federal legislation, and funding for data collection, think tanks and programs like Canada’s Waiting Children. Canada urgently needs more research and publishing on adoption. We lack basic data, especially on: the number of children in care, adoption successes, children’s need for a permanent home, and the movement of children from foster care into adoption. We can learn from the examples set by the United States and the United Kingdom, where there are institutes for researching adoption.

    Adopting a Child by Donna McCloskey Les Miserables In this issue of Transition A Family at Last by Judith Wine I was not at the birth of my son. He was five hours old when I met him. Sometimes I wonder about those hours I missed. Did he cry out? Did he sense that the people who would most shape his life were not near, did not yet know he had taken his first breath? She thanked us . She said she no longer felt like she was giving us her child but that she was giving her child a family. All the air seeped out of my chest. I let myself hope, just a little, that the years of trying, waiting and hoping might soon be over. We had been on the medical make-a-baby treadmill for almost three years. Three years (a short period for this sort of thing) of physical and emotional hell. That first December, I wrote my own version of The Twelve Days of Christmas . Every day of treatment my doctor brought to me: three self-inflicted needles, two bruising blood tests and an ultrasound by a novice nurse.

    How many singles seek to adopt?
    • A single parent adopts 33 percent of children adopted from foster care. In the 1970s, an estimated 0.5 percent to 4 percent of people completing adoptions were single. In the 1980s, that figure more than doubled, when 8 to 34 percent of adopters were single. Across the U.S., the number of single-parent placements slowly and steadily continues to increase, both in domestic and international adoptions.
