Aboriginal Australia at a Crossroads (1) Victimhood or Empowerment? John Herron Edited text of part of the address given by Senator the Hon. John Herron, Minister for Aboriginal and Torres Strait Islander Affairs, to the United Nations Working Group on Indigenous Populations, on 29th July, 1999, in Geneva. For cultural, historical and symbolic reasons, land is important to indigenous people. It is possible, however, to expect too much from simply restoring land ownership. Land is not a panacea to the social and economic challenges facing indigenous communities. We know, for instance, that similar problems persist throughout the indigenous community in Australia. It makes no difference whether it involves people whose land has been restored, people whose land was never taken, or people who have been irrevocably alienated from their traditional community. For example, the substance abuse and family violence rates in some Aboriginal regions of northern and remote Australia - irrespective of whether the area is Aboriginal owned or controlled - are truly horrific. In a recent editorial ("Indigenous gains need honest debate"), Australia’s national newspaper observed: Those who genuinely seek further progress for indigenous Australians must be prepared to acknowledge ... uncomfortable truths. They must even be prepared to debate the definition of progress and expand it to include not only the concepts of land rights and self-determination but also their practical benefits. Self-determination and land rights do not automatically deliver benefits, as the experience of many communities has starkly demonstrated: in many cases land rights have failed to improve basic facilities.(

by Dr. Philip A Clarke, South Australian Museum, Dep. of Anthropology, North Terrace, Adelaide, South Australia, Australia The study of ethnoastronomy offers greater insights into important ceremonial cycles and mythological beliefs of the Aboriginal people in Australia. Aboriginal seasonal patterns can only be understood when considered in relation to the movement of the cosmic entities observed in the skies. Aboriginal people were intensely interested in the Heavens and had considerable knowledge of it. Ethnoastronomical studies are able to contribute to the wider investigation of how notions of space are formed by culture.

Aboriginal artist, Peter Skipper was born around 1929. He is a Jangkarti man from Japingka country, on the western side of the Great Sandy Desert. Forced to leave his home country as a young man, he ventured into a cattle station. He recalls being scared, because he had never seen white men, cattle, or cars before. His life changed markedly when he began working with horses and cattle on the stations. He later moved to Fitzroy Crossing where he was affected by the evangelistic zeal of the fundamentalist United Aboriginal Mission which was established in Fitzroy Crossing in the 1950’s. After being introduced to Christianity he became active in translating the Bible into Walmajarri language. Skipper is an individual artist of great imagination. His paintings resonate with ancient symbolic references connected to Aboriginal religion in the land of his youth, but many also have illustrative and pictorial narratives. He is a committee member of Mangkaja Arts Resource Agency, based in Fitzroy Crossing. His works are held by major Australian institutions, including the National Gallery of Australia; Art Gallery of Western Australia and the National Gallery of Victoria.

Traditional Aboriginal Bush Medicine
Aboriginal people traditionally were much healthier than they are today. Living in the open in a land largely free from disease, they benefited from a better diet, more exercise, less stress, a more supportive society and a more harmonious world view. Nonetheless, Aboriginal peoples often had need of bush medicines. Sleeping at night by fires meant they sometimes suffered from burns. Strong sunshine and certain foods caused headaches, and eye infections were common. Feasting on sour fruits or rancid meat caused digestive upsets, and although tooth decay was not a problem, coarse gritty food sometimes wore teeth down to the nerves. Aborigines were also occasionally stung by jellyfish or bitten by snakes and spiders. In the bush there was always a chance of injury, and fighting usually ended in severe bruises and gashes. Some of these remedies had no empirical basis, but it is clear from the accounts of colonists that they worked. Many of the remedies worked by healing directly through their chemical or physical action. Aromatic herbs, tannin-rich inner barks and kinos have well documented therapeutic effects. Other plants undoubtedly harboured alkaloids or other compounds with healing effects.

In searching for answers concerning a possible miscarriage of justice, Estelle Blackburn has provided a detailed reconstruction of a series of events which illuminate the social history of Perth in the 1960s. Focusing on the extraordinary and chilling crimes of serial killer Eric Edgar Cooke she provides a fascinating insight into what made Cooke tick, while the narrative makes for engaging, indeed gripping reading at all times. This may have been a book written primarily in the attempt to argue the case for a particular individual but the end product is much more than that. The impressive list of sources both written and oral is testimony to the extent of her achievement.

This is a much needed account of Western Australian state discrimination against Aboriginal people, based on a study of the legislation and planning which lay behind the removal of Aboriginal children. The authors also consulted a number of Aboriginal people who had the experience of being forcibly separated from their families. The authors see the origin of the racist ideas which underpinned this set of policies in the desire of Europeans to possess Aboriginal land and employ cheap labour. This is a well-written and accessible text based on substantial research, which the authors make the basis for their careful judgement. It has a good bibliography and index and will be widely consulted by both general and specialist readers for its historical and contemporary value.

In her 'noctuary' Johnson makes a significant contribution towards defining Aboriginal astronomy as a field in its own right. In his book Yorro Yorro David Mowaljarli says that everything exists twice, once on the ground and once in the sky. This straightforward principle makes simple an understanding of Aboriginal astronomy for the cognoscenti but bewilderingly complex for the nonanthropological lay person. The challenge for those of us at the education interface is to know how to depict and explain Aboriginal constellations without simplifying things to the extent of dreamtime equals bedtime stories. Johnson's listing and explanation culled from the widest range of sources in the literature enables us to approach this important topic with dignity and with clarity.

the journal subscribe now resources education ... home AIPR Fact sheet: Psychic and Mystical Experiences of the Aborigines Only since the 1950s have anthropologists understood that religion and the Dreamtime myths are at the core of Aboriginal society (4,12,13-15,18,34-36). Only recently have Aborigines written or recommended books that accurately portray their own culture (7,16-18,21,26). Many Aboriginals now prefer the traditional name Koori, as used in central New South Wales (21). Interaction for trade and ceremony has produced a common set of basic religious beliefs about the Dreamtime. Their basis is an essential unity and harmony between humans, the land and the Dreamtime (4). The arid climate made a close bond with the land essential. One's birth place is seen as the essential link with the inner self (the spirit world). Aborigines are thus very attached to their sacred sites, and they feel alienated when displaced from their homeland into cities. The Dreamtime The term Dreamtime was first used in 1896 by Spencer and Gillen as a rough translation of the Aranda term "alcheringa". Aborigines later adopted "Dreamtime" as their own word (5,p.9). Other tribes use words such as bugari, djugurba, tjukurpa, wongar and ungud. The Dreamtime is at least three things in one (16,17,35):
