The Snow Queen is set on a world whose star is in a long orbit around a black hole. The black hole is part of an ancient transit system that unites the dozens of worlds of civilization as it currently exists, and while that passage is open, the world of Tiamat is particularly accessible and convenient. During those periods, the Winters rule, strong with technology and alien influence. When Tiamat's star approaches perigee, however, the black hole becomes unstable, cutting Tiamat off from interstellar contact for over one hundred years, and the aliens take away their technology when they go. During this time, the Summers rule, islanders with no taste for technology and a distrust of anything non-native. This is just the beginning of Vinge's world-building. There is also the belief of the Summers in an ocean god, the mysterious sibyls who seem to carry the knowledge of that god and will answer any question, the slaughter of native and harmless creatures of Tiamat for a drug used by the universe's elite for immortality, an intensely cast-conscious culture that currently controls interstellar trade, and the remnants of a fallen empire. Vinge is trying to work on a grand scale, and there are enough good ideas to pull it off. Unfortunately, the quality of the storytelling isn't quite up to the task.

March 28, 2002 Rating: 7 (of 10) The Snow Queen is a frustrating book. On the one hand, it has one of the most imaginative, well-thought-out settings in the genreon par with Frank Herbert's Dune , or Brian Aldiss's Hothouse . On the other hand, just about everything else is subpar. I'm a sucker for far-future, post-decay science fiction, and The Snow Queen is an exemplary specimen of that sub-genre. (Another prominent example is Gene Wolfe's far superior The Book of the New Sun .) The story of The Snow Queen takes place mostly on a planet called Tiamat, a remnant of a fallen Galactic Empire that now survives only as a loosely knit Hegemony. As a result of the Empire's downfall, the Hegemony lost its capacity for faster-than-light travel; the only way to cross the vast distances between stars is by way of a black hole known as the Black Gate, from which a variety of worlds are reachable. But the effects of time dilation still render travel difficulttwo months aboard a ship may end up costing somebody five years at home. Tiamat is unique in that it orbits a binary star system that itself circles around the Black Gate. Every few hundred years or so, Tiamat's orbit takes it so far away from the Black Gate that interstellar travel becomes impossible. During those times, Tiamat in effect becomes an isolated world, cut off from much of the technological production that sustains the rest of the Hegemony. It is also during this Change that the Summer People take over, as part of an institutionalized ritual. The Wintersthe technologically minded populationcontinue to live on Tiamat, but they give up much of their technology for the more traditional minds of the Summers.

"The Snow Queen" by Joan D. Vinge (Science Fiction, some spoilers)
This book won the best novel Hugo award in 1981.
It's certainly science fiction, and discusses a number of scientific points in the setting. At the same time, the style of the writing and story is kind of like a fantasy novel, and according to some sources, the novel was in fact influenced by the fairy tale of the same title by Hans Christian Andersen.
The story starts on a planet called Tiamat. This planet's culture is divided into two main groups, Summers and Winters. The planet's orbit causes dramatic changes in climate to occur every 150 years, and when that happens, the Summers and Winters trade places as the ruling group, so they take turns. A queen rules the world, so there is always either a Summer Queen or a Snow Queen.
The Snow Queen, Arienrhod has some of her genetic material used to impregnate a number of Summer women. By doing so, she hopes to orchestrate the rise to power of a Summer Queen who will be her clone, not just physically but also in spirit. This is, however, done in secret, since it would be considered unethical even for the Snow Queen.
The story follows Moon, a girl, and her cousin Sparks, a boy, both Summers. The Summers are less interested in technology and progress than the Winters, and tend to live in a way more based on old traditions. Moon and Sparks are lovers. But, when Moon starts training to be a sybil, it separates her from Sparks. A sybil is someone who can enter a trance-like state that allows them to access information accumulated throughout the galaxy, and answer questions.

The Summer Queen
The book is so dense and so filled with action at so many levels that it would be hard to summarize it. Moon has become the Queen of Tiamat, but her job of saving the mers seems impossible. The mers, source of the water of life that prolongs human life, were temporarily safe, but her lover finds, heals and saves the stardrive that allows the mer hunters to return to Tiamat. The struggle that ensues is consuming and difficult. The ending is rewarding. I have a problem when talking about books. I hate to reveal anything that might spoil the book for anyone else. I despise it when reviewers spoil books for me.
The best way to talk about this book is to give one small example from it. One page from 670 is hardly fair, but better than anything I can say. Here is one page, page 115:

"Ananke!" Kedalion shouted again, an excuse to look away, an excuse to raise his voice. He saw with some annoyance that Ananke had gotten sidetracked into an argument with a group of boys who had begun tossing something cat-sized back and forth in imitation of his juggling. Kedalion recognized the shrilling of a quoll in distress; heard Ananke's voice rise above the general laughter as he tried to catch the animal they were throwing like a ball across farther and farther stretches of air. They angled across the square, drawing him away from the hovercraft.

Tom Doherty 1984 A book review by Danny Yee Roadside Picnic is the novel on which Tarkovsky's film Stalker was based. Aliens have visited the Earth, leaving behind the Zones, places of immense danger where incomprehensible technological wonders can be found. A frontier culture has developed around these areas, where "stalkers" risk their lives in illegal expeditions to extract items. The result is a powerful but understated portrayal of mankind facing the unknown. World's End , a sequel to the Hugo award winning The Snow Queen , has an very similar setting. World's End is a localised area where ordinary physics is warped and reality is somewhat unstable, and where down-at-heel adventurers try to make their fortune prospecting. In this case the plot is rather different, with the focus on the individual quest of the protagonist to find himself and an ongoing plot rather than the broader view of the Strugatskys. Whether Vinge copied from the Strugatskys' novel is not clear, but Roadside Picnic is, in my opinion, by far the better novel.
