Introduction: The age of overt colonialism eventually ended, but the U.S. has worked nonetheless to maintain its dominance in the region. More than half a century after World War II and the Korean War, the U.S. continues to keep tens of thousands of troops in Japan (the U.S. ran the Japanese island of Okinawa until 1972) and South Korea, where anti-Americanism periodically flares up. The U.S. has also striven to manage events surrounding Taiwan and Indonesia, supporting dictators while proclaiming the virtues of democracy. Such military and diplomatic policies required greater government power over the home population and great command of private resources. Once again, policies spawned crises that in turn stimulated growth of the state. As Adam Smith argued in The Wealth of Nations , empire is costly to the home population. by Norris Anderson May 15, 1996 "Most Alabamians know by now that the state Board of Education voted last month to paste a warning label inside biology texts used in public schools...The push to adopt this label was provided by religious fundamentalists whose fear of science is rooted in a poor understanding of the methods of science...Must we now portray Alabama as a state that mocks science, confuses its children, insults its teachers and trivializes religious faith?" (From December 8, 1995, Mobile Press Register editorial) This quotation is an example of a highly emotional reaction to the Alabama State Board of Education's decision to place an educational aid at the beginning of all high school biology texts. Is this reaction warranted? The purpose of this paper is to present the data upon which the State Board of Education's decision was based, and to allow the readers to make up their own minds.

An Act of State: the Execution of Martin Luther King (Verso, 2003), is a book whose time has come. It is required reading for anyone interested in how the illegitimate Bush regime will wield its ill-gotten power, not against Iraq, but against dissenters here in America. Pepper, who resides in Cambridge and spends his time practicing law in United States and the United Kingdom, assembles Jowers and Betty and about 70 other witnesses to make a convincing argument that Jowers and known and unknown members of the U.S. government conspired to kill MLK. Indeed, the argument convinced a jury of exactly that in a civil suit brought by the King family against Jowers and the U.S. government. The trial was held in Memphis in 1999, but the Department of Justice, as Pepper explains, buried the verdict beneath an avalanche of lies and distortions, with a little help from its friends in the media. Douglas Valentine is the author of The Hotel Tacloban, The Phoenix Program, and TDY. His new book The Strength of the Wolf: the Federal Bureau of Narcotics, 1930-1968 will be published by Verso. He also has worked extensively as a private investigator. In 1994 he uncovered the material evidence that gave actor Woody Harrelson's father, Charles Harrelson, the opportunity to receive a new trial in 1998. Since 1999 Mr. Valentine has worked for the family of Dr. Martin Luther King, and in November 1999 he testified at the King versus Jowers trial in Memphis, Tennessee. Date: 07-14-98 The fate of U.S. defectors during the Vietnam War remains a mystery and the nature of U.S. government efforts to insure they would remain invisible remain a mystery. PNS commentator Douglas Valentine is the author of a book-length study of the activities of the Special Forces in Vietnam, entitled "The Phoenix Program," published in 1990. SECOND OF A TWO PART SERIES. W hen the 1973 cease-fire was declared ending the war in Vietnam, an estimated 300 American deserters remained in South Vietnam. Only 268 took advantage of an amnesty offer in April 1975, according to Susan Katz Keating, author of the 1994 book, "Prisoners of Hope." Goaded by alleged sightings of American POWs and MIAs by Vietnamese refugees, the search for defectors continued under the guise of an MIA-POW recovery effort. No one seemed to recall earlier U.S. government assertions that all POWs had been returned. In 1987, the issue attracted public attention after Scott Barnes claimed to have photographed two American POWs in Laos. At the same time an official government commission announced there was a strong possibility of Americans in Laos and Vietnam including "voluntary stay-behinds: deserters, civilian contractors gone native, converts to Vietnamese religious sects, over-zealous missionaries, and Americans involved in drug trafficking."

He has worked as a private investigator and provided expert testimony for Dr. Martin Luther KingÕs family during the King v.s. Jowers lawsuit. Research Question/Hypothesis: ValentineÕs book is an overview and expose of the previously understudied Phoenix Program, the intelligence, military, and internal security coordination program, developed by the CIA in Vietnam to neutralize the civilian infrastructure that supported the Viet Cong insurgency. Valentine uses his study of the role Phoenix played in the Vietnam War to ask what will happen if programs modeled after Phoenix continue to be used against newly defined enemies.
