    Yes, I have been trying to rationalize what was wrong in the Saskatchewan health care system and I found out that the most important problem was a leadership focused on drilling holes in the ground as long as there was unanimous consensus within the health leadership. Earlier in 1991, I implemented the first in house microcomputer health care payroll system in Gravelbourg, yet the Saskatchewan Association of Health Organizations (SAHO) misused millions of dollars in the Stargarden payroll system, then they misused other millions of dollars in the SAP-ping payroll system, and who knows what kind of health payroll system they have today. The Saskatchewan Government with the participation of SAHO have misspent dozens and dozens of millions of dollars in the Saskatchewan Health Information Network (SHIN), yet nobody is speaking out about the continuation of drilling holes in the ground.

    Why devote so much effort to the past, when tonight, in this city, there are 4 to 5,000 homeless, 1,000 of them children, half of them families with children. Perhaps the answer lies in our reaction to these numbers: a little shudder of horror or surprise and then they roll off our back. The next time we hear them, well, we've already heard them. What else is new? And they remain, stubbornly, numbers, not people with lives. So I add, what is the past when set against the 30,000 who will experience homelessness over the next 12 months in Toronto, remembering that only 17 percent of them are chronically homeless. The vast majority, therefore, are caught on the precarious ledge of poverty for dozens of reasons, and from time to time are shoved off or slip off and then desperately crawl back up again. How many are on the ledge? Some 80,000 in this city. Do you feel those numbers, aggressing you, crashing up against your sense of well-being, and then rolling off, down to the floor? Tomorrow there will be more numbers from different sources on different subjects - An export number, up or down; A dollar number, up or down; inflation, unemployment, waiting times in emergency wards, a tax statistic, a student debt calculation. Each will cause a sensation, positive, negative, a small catharsis, of the headline or police drama sort. These numbers have become our modern form of gossip; they are the People Magazine of public policy. Somehow, the lives which lie behind the drama cannot be integrated into our consciousness in a long-term way. Instead there is a sense of immobility. 'That's the way things are'. 'There isn't the money'. It is as if, seen from within the complexity of our systems, it is impossible to identify the relationship between responsibility and action.

      Introduction
      I was recently privileged to follow a presentation by the award-winning Canadian essayist and novelist, John Ralston Saul. He was lecturing at the same conference at which I was speaking – the annual local government management conference (SOLGM) in Wellington New Zealand. John has been hailed as one of the great thinkers of our time. He gave an awe-inspiring presentation, full of new ideas and philosophies about our society, culture, economic developments, the environment and aboriginal values. He also had also something to say about technologies, but that was certainly not the focus of his presentation. I spoke directly after him and was so inspired by his views and ideas that I threw away my prepared address and followed up on his theme, linking it, of course, to my own topic, the broadbanding of local communities. Economic models have changed but we haven’t caught up
      John mentioned that our western societies still had not adjusted to the new economic order. Our modern economic society started somewhere around 1770 and was based on competition for limited resources, capital, labour and also the products we produced – food, clothing, luxury goods and so on were scarce. However since the 1960s the economic order has changed from one based on scarcity to one based on surplus. But companies, countries and society in general are still operating as if the competition for scarce resources still exists. This is producing faulty economic and government policies and strategies, and these are damaging to the people, the society and the world we live in.

    Grand economic theories rarely last more than a few decades. Some, if they are particularly in tune with technological or political events, may make it to half a century. Beyond that, little short of military force can keep them in place. The wild open-market theory that died in 1929 had a run of just over thirty years. Communism, a complete melding of religious, economic, and global theories, stretched to seventy years in Russia and forty-five years in central Europe, thanks precisely to the intensive use of military and police force. Keynesianism, if you add its flexible, muscular form during the Depression to its more rigid postwar version, lasted forty-five years. Our own Globalization, with its technocratic and technological determinism and market idolatry, had thirty years. And now it, too, is dead. Of course grand ideologies rarely disappear overnight. Fashions, whether in clothes or food or economics, tend to peter out. Thousands of people have done well out of their belief in Globalization, and their professional survival is dependent on our continued shared devotion to the cause. So is their personal sense of self-worth. They will be in positions of power for a few more years, and so they will make their case for a few more years. But the signs of decline are clear, and since 1995 those signs have multiplied, building on one another, turning a confused situation into a collapse.
