The Liberty Manifesto
by P.J. O'Rourke P.J. O'Rourke is the Cato Institute's Mencken research fellow.
Remarks delivered at a gala dinner celebrating the opening of the Cato Institute's new headquarters in Washington. This article appeared on cato.org on May 6, 1993. PRINT PAGE E-MAIL PAGE TEXT SIZE addthis_url = location.href; addthis_title = document.title; addthis_pub = 'cato_webmaster'; The Cato Institute has an unusual political cause which is no political cause whatsoever. We are here tonight to dedicate ourselves to that cause, to dedicate ourselves, in other words, to . . . nothing. We have no ideology, no agenda, no catechism, no dialectic, no plan for humanity. We have no "vision thing," as our ex-president would say, or, as our current president would say, we have no Hillary. All we have is the belief that people should do what people want to do, unless it causes harm to other people. And that had better be clear and provable harm. No nonsense about second-hand smoke or hurtful, insensitive language, please. I don't know what's good for you. You don't know what's good for me. We don't know what's good for mankind. And it sometimes seems as though we're the only people who don't. It may well be that, gathered right here in this room tonight, are all the people in the world who don't want to tell all the people in the world what to do.

Was Clark a stalking horse for Hillary Clinton?! Was Clark a DNC-sponsored Howard Dean spoiler?! "He's somebody's sock puppet!" Limbaugh bellowed. I agreed; but a thought began to form. Limbaugh wasn't shouting at Clark, who I doubt tunes in to AM talk radio the way I tune in to NPR. And "Shari Lewis and Lamb Chop!" was not a call calculated to lure Democratic voters to the Bush camp. Rush Limbaugh was shouting at me. Me. I am a little to the right of ... Why is the Attila comparison used? Fifth-century Hunnish depredations on the Roman Empire were the work of an overpowerful executive pursuing a policy of economic redistribution in an atmosphere of permissive social mores. I am a little to the right of Rush Limbaugh. I'm so conservative that I approve of San Francisco City Hall marriages, adoption by same-sex couples, and New Hampshire's recently ordained Episcopal bishop. Gays want to get married, have children, and go to church. Next they'll be advocating school vouchers, boycotting HBO, and voting Republican. This is an argument I have with my father-in-law, an avid fan of such programs. Although again, I don't actually argue, because I usually agree with my father-in-law. Also, he's a retired FBI agent, and at seventy-eight is still a licensed private investigator with a concealed-weapon permit. But I say to him, "What do you get out of these shows? You already agree with everything they say."

(quoted from Parliament of Whores) Giving money and power to government is like giving whiskey and car keys to teenage boys. Most vegetables are something God invented to let women get even with their children. A fruit is a vegetable with looks and money. Plus, if you let fruit rot, it turns into wine, something brussels sprouts never do.

Parliament of Whores and Eat the Rich they would both be shelved humor. Yes, P.J. is one of the funniest writers around. But what people often miss when they talk about his humor is what a good reporter and what an insightful analyst he is. Parliament of Whores is a very funny book, but it’s also a very perceptive analysis of politics in a late 20 th century democracy. And if you read Eat the Rich , you’ll learn more about how countries get rich—and why they don’t – than in a whole year of econ at most colleges. In fact, I’ve decided that the best answer to the question “What’s the best book to start learning economics?” is Eat the Rich. In Tanzania he gapes at the magnificent natural beauty and the appalling human poverty. Why is Tanzania so poor? he asks people, and he gets a variety of answers. One answer, he notes, is that Tanzania is actually not poor by the standards of human history; it has a life expectancy about that of the United States in 1920, which is a lot better than humans in 1720, or 1220, or 20. But, he finally concludes, the real answer is the collective “ ujamaa” policies pursued by the sainted post-colonial leader Julius Nyerere. The answer is “

Why it's good to come from nowhere
I GREW UP IN TOLEDO, if up is the word. Northwest Ohio is flat. There isn't much up. The land is so flat that a child from Toledo is under the impression that the direction hills go is down. Sledding is done from street level into creek beds and road cuts. In Toledo people grow out — out to the suburbs, out to the parts of America where the economy is more vigorous, and, all too often, out to a 48-inch waistband. But no Toledoan would ever say that he or she had “out-grown” Toledo. We are too level-headed for that.
Level being the operative term. The world of Toledo is as horizontal as the Great Plains but without the heroic vistas and infinite distances. There is no horizon in Toledo. There are too many trees. Nor do those trees form the sylvan cathedrals of the North Woods. Dutch elm disease took care of that. Toledo's scenery is brushy and unsublime.
This lack of interesting geography should be offset by an exciting mix of cultures and peoples, but it isn't. Toledo is full of Irish, Poles, Hungarians, southern blacks and Appalachian whites. There is a large Jewish community and a large Arab community. There are so many Germans that a boy I knew, Don Eggenschwiler, went all the way through grade school and junior high without being teased about his name. But no matter what races, religions or ethnic groups came to Toledo, within months they had above-ground pools, riding lawnmowers and golf clubs. Toledoans are true Americans, and it is almost impossible to compel true Americans to be diverse.

Fishing ... is a sport invented by insects and you are the bait. Freddie Aguilar, who's billed as "the Bob Dylan of the Philippines". This is unfair, since he's good-looking, plays the guitar well, can carry a tune, and writes songs that make sense. I mean, so what if some fifty-eight-year-old butt-head gets a load on and starts playing Death Race 2000 in the rush-hour traffic jam? What kind of chance is he taking? He's just waiting around to see what kind of cancer he gets anyway. But if young, talented you, with all of life's possibilities at your fingertips, you and the future Cheryl Tiegs there, so fresh, so beautiful— if the two of you stake your handsome heads on a single roll of the dice in life's game of stop-the-semi— now that's taking chances! Which is why old people rarely risk their lives. It's not because they're chicken— they just have too much dignity to play for small stakes.

    (1) My opponent, Massachusetts senator John Kerryor, as I like to think of him, Teddy Kennedy with a designated driver . . . (2) There are two organizations pushing for change in Novemberal Qaeda and the Democratic party. And they both have the same message: "We're going to fix you , America." On the whole, the terrorists have a more straightforward plan for fixing things. They're going to blow themselves up. Although, come to think of it, Howard Dean did that. (3) Senator Kerry, what do you mean my administration "lost" 1.6 million jobs? Did Dick Cheney accidentally leave 1.6 million jobs in the Senate men's room or something? Did you find them? Have you got 1.6 million jobs that you're hiding, Senator Kerry? And if you're elected, are you going to give them back? (4) Speaking of jobs, Senator, how come every illegal immigrant who wades the Rio is able to find one in about 10 minutes? Meanwhile, your Democratic core constituency has been unemployed for years.
