Although born in Indiana, the future U.S. Secretary of State grew up in Warsaw, Illinois. He attended Brown University in Rhode Island before becoming the secretary of fellow Illinoian, President Abraham Lincoln. In 1865 Hay became secretary to the U.S. legation at Paris, going next to Vienna and traveling to Turkey, Poland, and Spain. Upon his return to the United States, he became a journalist, working under Whitelaw Reid. In 1878 he became assistant secretary of state and became part of a Washington group that included Henry Adams, Henry Cabot Lodge, and others. During the 1880s and 1890s, he became a major author and, with John Nicolay, wrote an influential biography of Lincoln. When his friend William McKinley became President, Hay was named ambassador to Great Britain in 1897. Some of the recognition of the longstanding community of interests between that country and the United came as a result of Hay's stay there. Conversely, he frequently informed McKinley of European attitudes toward U.S. initiatives. In August 1898, Hay was named Secretary of State and helped negotiate the

Perhaps Milton's firmest conviction was that he had been called to serve as an instrument of the divine will. Like the Nazarite Samson, into whose characterization he poured a good deal of his own spiritual and intellectual biography, he thought of himself as "a person separate to God,/ Designed for great exploits" and his sense of special vocation provides a conceptual framework which unifies the whole of his literary production. After an examination, in the Introduction, of Milton's use and understanding of the term "vocation" (especially in De Doctrina Christiana ), Dr Hill traces an evolving awareness of calling in the early poetry and the prose works. The early years are devoted largely to vocational definition: called to serve God from the pulpit and through poetry, Milton concentrates on the proper use of his divinely implanted talents and on defining his requirements as God's poet-priest. In the prose works of 1641 to 1660 the vocational emphasis shifts from his role as poet-priest to his role as poet-prophet. All the signs, it seemed, declared that England was destined to be the new Israel, and Milton's special vocation was to serve, both in prose and verse, as the prophet of national reformation. This is true liberty, when free-born men,
Having to advise the public, may speak free,
Which he who can, and will, deserves high praise;
Who neither can, nor will, may hold his peace:
What can be juster in a state than this? Euripid. Hicetid. T Hey, who to states and governors of the Commonwealth direct their speech, High Court of Parliament, or, wanting such access in a private condition, write that which they foresee may advance the public good; I suppose them, as at the beginning of no mean endeavour, not a little altered and moved inwardly in their minds: some with doubt of what will be the success, others with fear of what will be the censure; some with hope, others with confidence of what they have to speak. And me perhaps each of these dispositions, as the subject was whereon I entered, may have at other times variously affected; and likely might in these foremost expressions now also disclose which of them swayed most, but that the very attempt of this address thus made, and the thought of whom it hath recourse to, hath got the power within me to a passion, far more welcome than incidental to a preface.
Nevertheless there being three principal things, without which all praising is but courtship and flattery: First, when that only is praised which is solidly worth praise: next, when greatest likelihoods are brought that such things are truly and really in those persons to whom they are ascribed: the other, when he who praises, by showing that such his actual persuasion is of whom he writes, can demonstrate that he flatters not; the former two of these I have heretofore endeavoured, rescuing the employment from him who went about to impair your merits with a trivial and malignant encomium; the latter as belonging chiefly to mine own acquittal, that whom I so extolled I did not flatter, hath been reserved opportunely to this occasion.
