Lehman is senior vice president and general manager of The MITRE Corporation's Command and Control Center (C2C). Mr. Lehman oversees the Center's work and business operations for its Department of Defense (DoD) sponsors and its efforts to create a joint command, control, and communications system. Before assuming his current position in 2006, Mr. Lehman was MITRE's senior vice president for information and technology. In this role, he was responsible for the formulation and management of the corporation's technology program and corporate information infrastructure and its continuous enhancement through technology. Mr. Lehman also served as vice president and chief technology officer from 1997 to 2001, when his position was expanded to include the chief information officer function. He has 30 years of experience in the intelligence community, the U.S. imagery system, and information management systems. Formerly, Mr. Lehman was technical director of MITRE's Intelligence and Special Projects Division. The tool identifies pollution risks from pesticide and nutrient management in orchards, and provides apple growers with resources and recommendations to respond to concerns identified through the risk assessment process. For example, a review of current practices may inform the grower that a habit of applying pesticides at fixed times over the course of a season presents a much higher pollution risk than does applying pesticides only when pest levels reach an economic threshold. The Checklist then prompts the grower to shift that habit and, for example, to "start monitoring program [in the late-dormant stage in spring] to determine the strategies for controlling apple scab." With its practical language and user-friendly format, the Orchard*A*Syst tool provides a useful pollution prevention system that can readily be incorporated into everyday management practices.
