context : Rwanda judgement place : ICTR (Rwanda) status : Sentenced particulars : Pleaded guilty of extermination on 13 July 2007; sentenced to 11 years imprisonment on 16 November 2007 position : Mayor of Bicumbi facts legal procedure Juvénal Rugambarara is thought to have been born in the commune of Musana or Tare in the Kigali-rural prefecture of Rwanda. He studied medicine and practised his profession in the medical centre of the Bicumbi commune. He was a well known and influential personality. On 16 September 1993, he was appointed mayor of the Bicumbi commune, in the Kigali-rural prefecture, succeeding Laurent Semanza, a close confidant who assured him of his political support. He held this position up until his departure from Rwanda in early summer 1994. In such a position, he was the representative of executive power at the communal level. He exercised full authority over his subordinates and was in a position to exercise command over the police force.
From the end of 1990 until July 1994, Rugambarara is said to have participated in the development and execution of a plan, aimed at the extermination of the Tutsis in his commune. Amongst other elements, this plan included recourse to violence and ethnic hatred, training and distribution of arms to the militias as well as the establishment of lists of people to be eliminated. In carrying out this plan he reportedly organised, commanded and participated in the massacres.

A Taste of Juvenal
The Roman satirist Juvenal is not the easiest Latin author to read. A commentary is useful, often essential. But his poems are filled with clever sayings, crotchety opinions, nuggets of wisdom, and curious parallels to modern life which have interest even for those with little Latin. I've culled a few of these for your amusement.
There was an immigration problem in ancient Rome, and Juvenal opposed the influx of foreigners. He wrote (3.62): The Syrian Orontes has long since flowed into the Tiber. (iam pridem Syrus in Tiberim defluxit Orontes.) We might paraphrase this in contemporary terms as: The Mexican Rio Grande has long since flowed into the Potomac.
Juvenal thought (10.80) that the degenerate Roman populace was concerned with two things only, bread and circuses (panem et circenses). A modern equivalent might be food stamps and reality TV shows.
The scandal at Abu Ghraib prison recalls Juvenal's question (6.347-348): Who will guard the guards themselves? (quis custodiet ipsos custodes?)

Juvenal (Iuvenalis) has most certainly gained along the centuries the fame of being one the most sarcastic and caustic writer of all times. He is definitely disgusted and irritated by the diffused decadence of Rome during the Flavian ruling dynasty (69-96 A.D.). Juvenal is annoyed by the vices that characterised those years, and that to a certain extent can be considered as originated more by human nature rather than by the unbridled dissolution of that peculiar depraved society. Juvenal spares nobody in his 16 satires: nobles, merchants, women, homosexuals, intellectuals or supposed so…, the mob itself, and above all those gold diggers who would do anything to climb within the Empire bureaucracy and get any parasite assignments, are victims of his disdain and invectives. Strong words of condemnation against the effeminate and dissolute behaviours, a shame or even a sin compared to the glorious and irreproachable past; conducts that keep contaminating the Roman republican spirit: Quid prodest…effigies quo

      The writer, poet and essayist Juvenal Acosta grew up in Mexico City—or, to be precise, on its northern fringe, in the 50s suburban experiment called Satellite City, a massive collection of cul de sacs, strip malls, and single family homes.     Juvenal (Decimus Junius Juvenalis) (j OO u n u l) [ key , fl. 1st to 2d cent. A.D. , Roman satirical poet. His verse established a model for the satire of indignation, in contrast to the less harsh satire of ridicule of Horace. Little is known about his life except that during much of it he was desperately poor. A tradition tells that as a youth he was banished from court for satirizing an imperial favorite; later his work reveals a deep hatred for the Emperor Domitian. He is known chiefly for his 16 satires, which contain a vivid representation of life in Rome under the empire. They were probably written in the years between A.D.

Juvenal Sanso* Juvenal Sanso: A Peninsular Eye : An introduction by Nick Joaquin taken from the book, SANSO: Art Quest Between Two Worlds by Rod Paras-Perez Leafing through a sheaf of Sansos in reproductions, we got this weird feeling of clairvoyance, as though peering through an eye not ours: another eye at once native and alien, that made the familiar unsettlingly unfamiliar. It is said that at the Second Coming we who rise to be judged will be looking at creation with a new eye because we'll behold it, no longer as through a glass darkly, but in the light of God's own knowledge of it. Therefore will we see heaven and earth anew because totally revealed by the apocalypse that's the Second Coming, which will feast the youth of creation, the dawn of innocence, the return of Eden. JUVENAL SANSO (his first name means a feasting of youth) is another kind of second coming. Two or three generations after Spain withdrew from these islands, here is this Peninsular giving us images of a country that, in the days of his grandfathers, was both theirs and ours. SANSO's Philippines is thus ambiguous: home and exile; intimate and outlandish. His paintings and sketches are about 400 years late because his is the Spanish eye, the Peninsular eye, viewing the Philippines for the first time. Had there been a Sanso with Magellan or Legazpi, his work would have been a "juvenal" indeed: a celebration of youth and decadence as represented by newfoundland, a young tropical Eden. The too-late-born Sanso of our time can still be credited with "Juvenal" but profoundly disturbed has been the feasting of youth that his art should have been.
