William Norton was the Referendum Agent for NESNO, the designated No Campaign for the North East Referendum. At the start of the campaign in September the opinion polls were giving an effective Yes vote of 67% to a No vote of 33%. In the end Yes received 22% and No received 78%. John Prescott is going through a bad patch at the moment: he’s lost his department, he’s lost his country house, he’s lost another diary secretary and he’s being investigated over his expenses. Don’t feel sorry for Prescott. The system is not geared to discipline a minister with a cavalier approach toward rules of conduct (unless the Prime Minister wants him to go). That was made abundantly clear during the North East Referendum. Interest was especially intense in the operation of PPERA section 125 which contains the famous “purdah”: no material to which this section applies (i.e. relevant to the referendum) shall be published during the relevant period (i.e. the 28 day period ending on polling day) by or on behalf of any Minister of the Crown, government department or local authority. Furthermore, “publish” means make available to the public at large, or any section of the public, in whatever form and by whatever means. The meaning and policy of this law is clear. Government cannot rig a referendum by releasing material which could sway voters in the last 28 days of the campaign.

CAPTAIN BILL HARLOW had a distinguished and unusual 25 year career in the U.S. Navy. The son of two World War II Navy veterans, Bill attended Villanova University on a Navy Reserve Officers Training Corps scholarship. Upon his graduation, his oath of office was administered by his sister Peggy, also a naval officer. Early in his career, Bill served as officer of the deck aboard the USS MIDWAY (CV-41), the first aircraft carrier homeported in Japan. Following this assignment he was selected to become one of the small cadre of public affairs specialists in the Navy. In the early 1980s Bill was assigned as the Deputy Public Affairs Officer for the Commander in Chief, U.S. Naval Forces Europe, London where he managed an aggressive community relations and media relations program for the U.S. Navy throughout Europe. During that period major stories he handled included such high visibility stories as the shoot down of Libyan MIGs and evacuation of the U.S. citizens from Lebanon. The special prosecutor in the CIA leak probe has interviewed a wider range of administration officials than was previously known, part of an effort to determine whether anyone broke laws during a White House effort two years ago to discredit allegations that President Bush used faulty intelligence to justify the Iraq war, according to several officials familiar with the case. Prosecutors have questioned former CIA director George J. Tenet and deputy director John E. McLaughlin, former CIA spokesman Bill Harlow, State Department officials, and even a stranger who approached columnist Robert D. Novak on the street. In doing so, special prosecutor Patrick J. Fitzgerald has asked not only about how CIA operative Valerie Plame's name was leaked but also how the administration went about shifting responsibility from the White House to the CIA for having included 16 words in the 2003 State of the Union address about Iraqi efforts to acquire uranium from Africa, an assertion that was later disputed. Most of the questioning of CIA and State Department officials took place in 2004, the sources said.

During 1937-38, John M. Harlow, Sr. and his wife Mary Louise traveled throughout the Southwest looking for a winter location to augment the limited growing season for their Duluth, Minnesota, landscape business. Tucson beckoned them and, in the nearly 70 years since, the Harlows and their associates have created one of the Southwest’s most widely-known and respected landscape design and installation companies.
After starting at 89 E. Alameda, John Sr. purchased a piece of property “way out of town” at 5620 E. Pima to which the business moved in 1957, and then acquired the corner lot at Pima and Jefferson (formerly a church) in 1988, establishing the beautiful park-like setting you see today.
The Harlow children and their mother Mary Louise all worked in the business at various times. On Sundays for many years, twin brothers (and future Harlow owners) John, Jr. and William C. (Bill) Harlow would ride to Bisbee with John, Sr., to learn the business and help sell bare root roses out of the back of the company’s truck. 
Since those humble beginnings, John, Jr. and Bill have risen in their industry to serve as presidents of the Arizona Landscape Contractors Association and the Arizona Nursery Association, respectively.  Both were inducted into their Association’s Halls of Fame, and have individually won many prestigious awards from local, state and national organizations. This is the guy to last see Larry Welsh alive, and he spent one night out there by himself with artillery and airstrikes coming in all night. They went back and found him the next day.
There are many reasons for our association, but this guy would be reason enough by himself.

Bob Harlow" From David DeMauro - 01-02-2005 "Bill, Robert Harlow is a very brave soldier... With several dead and wounded soldiers lying in the dense jungle Northwest of Tay Ninh, Charlie Company was ordered back to Fire Support Base Washington. Lt. Mullen was 2d Platoon Leader who was killed trying to retrieve Larry Welsh who was the platoon sergeant. The Company had been split in half after the lead element walked past several well concealed NVA bunkers. The NVA waited for several of the soldiers to walk past the bunkers and into the jungle before they opened up with everything they had. Danny Scott from the 1st Platoon was killed as he fired upon the NVA. Charlie Company had to fire carefully at the NVA as the NVA were between the main element of C Co. and the lead element.
