It will be a while (if ever) before we find out exactly what happened to Heath Ledger (whom I've liked in every film I ever saw him in.) I sure hope they don't rule it suicide: Losing a loved one at such a young age is tragic enough for the family; but suicide is a whole new level of trauma. David Peter Lewis David Peter Lewis was born in 1820 in Charlotte County, Virginia. When a child he moved with his parents to Madison County, Alabama, where he received an education and studied law. He built a successful law practice in Lawrence County and represented that county in the 1861 constitutional convention. Although Lewis opposed secession, he signed the ordinance of secession passed by the convention. He was elected to the Confederate Provisional Congress at Montgomery but resigned his seat. Governor John G. Shorter appointed him circuit court judge in 1863, a position he held for several months. Eventually Lewis crossed the Union lines and remained in Nashville until the end of the war. He then returned to his law practice in Huntsville. After the 1868 presidential election, Lewis, a Unionist, left the Democrats and joined the Republican party. In 1872 he defeated Democrat Thomas H. Herndon of Mobile in the race for governor. In the same election the Democrats achieved a majority in both houses of the state legislature. To ensure the return of George Spencer to the US Senate, Lewis refused to recognize the Democratic legislature and instead recognized a Republican legislature. The Republicans met at the federal courthouse and thus became known as the "courthouse" legislature. When Lewis asked President Grant to intervene in the legislature dispute, the President responded by referring the matter to Attorney General George H. Williams. On December 17, 1872, the General Assembly was reorganized based on Williams' compromise instructions. The Republicans had a majority of two in the house while the Democrats had a majority of one in the senate.

skip to main skip to sidebar David Peter Friday, 4 January 2008 What are County Councillors For? In a fairly recent blog I asked what were Community Councils for? Now I am asking what are County Councillors for? More precisely what are those County Councillors who are not members of Cabinet, Executive or Board for? Of the 73 members of Powys County Council there are 15 Board members and therefore 58 non-Board members. Decision-making is vested in the 15 Board members with the other 58 being specifically excluded from almost all council decisions. The council's role as a Planning Authority has over recent years been significantly altered to exclude the ordinary council members from over 90% of planning decisions, these having been delegated to the planning officers. Moreover, even the big strategic applications are unlikely to be considered by either Area or County Planning Committees of the local authority, those decision-making powers being reserved for government ministers. Now the ultimate insult, hidden away in the Webb Review entitled "Promise and Performance" published last month is a recommendation that the governing bodies of both schools and further education institutions (FEIs) should not contain any Local Authority members which effectively removes the elected member from any direct involvement in the governance and running of state schools in their communities or wards. In future, if the recommendations of the Webb review are accepted by WAG, schools and FEIs will be responsible to a regional consortium of 'professionals' with appropriate skills and with any notion of local democratic accountability specifically excluded. This is but ons step away from direct control of schools by the Welsh Assembly and clearly obviates the need for the Local Educati on Authority. Wherever you live in Wales, your schools will be directly run from Cardiff Bay. Expect further developments later this month when WAG publishes its Skills and Employment Strategy, and get ready for the new era in which all notions of local democratic accountability for education provision will be swept away.

Abstract is included in .pdf document. This thesis presents the results of measurements of the velocities of edge dislocations in the basal slip system of zinc as a function of applied shear stress. All tests were conducted at room temperature on 99.999 per cent purity zinc monocrystals. Dislocations were revealed by means of the Berg-Barrett x-ray technique. Stress pulses of microsecond duration were applied to the test specimens by means of a torsion testing machine. Applied resolved shear stresses ranged from to 17.2 x 10[superscript 6] dynes/cm[superscript 2] and measured dislocation velocities ranged from 40 to 700 cm/sec. The results of this study indicate that the velocity of edge dislocations in the basal slip system of zinc is linearly proportional to the applied resolved shear stress. These results are analyzed in terms of the phonon drag theory. Agreement between this theory and the results reported in this thesis is quite good. Further work is suggested that will provide a more definitive test of the phonon drag theory for limiting dislocation motion in metallic crystals.
