    Augustus Caesar Shotter remains, in this second edition, favorably disposed toward Augustus. Although he does mention the ruthlessness of Octavian in his pre-Actium years, his main focus is on his accomplishments, as Augustus, after Actium. He emphasizes his momentous personal, political, military, and bureaucratic achievements and reminds us at the end of the monograph of Augustus' ultimate legacy stability in the Roman world that lasted some four centuries after Actium. The revised Introduction clearly sets out the overall purpose of the monograph: to examine the nature and circumstances of Augustus' achievement and the personality and political qualities of Augustus himself. libertas with permanent one-man supervision of the Roman state. Chapter 3, "The Powers of Augustus," discusses how Octavian managed to survive and prosper in the 30's and 20's. Shotter touches briefly upon some of the discontent Augustus had to deal with in the 20's (the Primus affair and the conspiracy of Caepio and Murena). He also describes what may be considered a triumvirate of sorts made up of Augustus, Agrippa, and Livia, and the political machinations each member engaged in to balance and control the others. Shotter emphasizes that it was Augustus' own good sense during these decades that kept him from accepting powers he did not need.

    First Roman emperor. Born to a wealthy family, at age 18 he was named adoptive son and heir of his great-uncle Julius Caesar . After Caesar's assassination (44 BC ) a power struggle ensued, and several battles later Octavian formed the Second Triumvirate with his chief rivals, Lepidus and Mark Antony . Octavian disposed of Lepidus in 32 and Antony (then allied with Cleopatra ) at the Battle of Actium in 31 to become sole ruler. He was anointed princeps ; the Roman Empire is said to begin with his accession. At first he ruled as consul , maintaining republican administration, but in 27 he accepted the title Augustus and in 23 he received imperial power. He led Rome into the first stages of becoming the mightiest empire the world had ever seen. Octavius Augustus Caesar was the adopted son of the dictator of the Roman Republic, Gaius Julius Caesar . Octavian came into power in the second triumvirate (3 men ruling as one body over the Roman Republic), along with Marcus Antonius ( Mark Antony ) and Lepidus. Augustus and Antonius were loyal to Julius Caesar, the assassinated dictator, killed in 44 BC. Following his death a civil war broke out across Rome, between those loyal to Caesar, and those loyal to Caesar's rival Pompey . There was short break in the war during the rule of the triumvirate, but Lepidus' death, and Mark Antony's staying in Egypt with Cleopatra , only resulted in further bloodshed. After winning this bloody power struggle, Octavian was voted as the first Emperor of Rome by the Senate following the battle of Actium in 31 BC, and he took the name "Augustus". He ruled until AD 14, when his stepson and son-in-law Tiberius became Emperor in his place.

    The Background
    To understand Augustus, it is necessary to appreciate briefly the nature of the Roman Revolution and, in particular, the place of Julius Caesar within it. The Roman Republic had no written constitution but was, rather, a system of agreed-upon procedures crystallized by tradition (the mos maiorum ca . 100 BC onwards. These generals also used their provincial commands to extract money from the locals as a way of funding their domestic political ambitions. As the conflict in the state wore on, popular assemblies, the only avenue for the passage of binding legislation in the Roman Republic, routinely ended in disorder and rioting. The senatorial aristocracy, riven by internal disputes, proved incapable of dealing effectively with the mounting disorder, yet the alternative, monarchy, was not openly proposed by anyone. When civil war erupted between Pompey and Caesar in 49 BC, few could have been surprised. These two men were the strongest personalities in the state, each in command of significant military forces, and they were mutually antagonistic. The people had loved Caesar, even if his recent behavior had been disappointing

Born Gaius Octavius, he was named as the adopted heir of his great uncle Julius Caesar in Caesar's will. (At this point Octavius changed his name to Julius Caesar Octavianus; in his own era he was called Caesar, though in modern accounts he is usually called Octavian for clarity.) After the murder of Caesar in 44 B.C., Octavian formed an uneasy alliance with Julius Caesar's fellow soldier Marc Antony and the general Marcus Lepidus, an alliance known as the Second Triumvirate. The three spent several years conquering their common enemies, but Octavian and Antony finally turned on one another after Antony formed a political (and romantic) alliance with the Egyptian queen Cleopatra . Octavian defeated the combined forces of Antony and Cleopatra in the naval battle of Actium (31 B.C.) and became the absolute power in Rome.
