Instead, the government is to amend its controversial media law. The disputed media bill originally was scheduled to be pushed through the Zimbabwean parliament on Tuesday, but was adjourned. The bill was designed to silence the independent media and to ban foreign journalists from working in Zimbabwe. Further, local journalists would have to register with the government or face two years imprisonment. The bill was opposed to by the entire opposition and even criticised from the government party's own benches. Further, President Mugabe on Monday had assured his fellow Southern African presidents of his "commitment to freedom of expression as guaranteed by the constitution of Zimbabwe," and reaffirmed the "practice of allowing national and international journalists to cover important national events, including elections."

The Zimbabwe Independent can reveal that government officials have been privately approaching white commercial farmers who before their violent evictions specialised in horticulture, dairy farming, conservancies and seed maize production. Government is also understood to be making overtures to bring back wheat, tobacco and barley farmers. Two weeks ago the officials approached the former owners of Kondozi farm to persuade them to return to the giant export-earning horticultural concern. Former Kondozi Fresh Produce majority shareholder, Edwin Moyo, confirmed that "emissaries" had approached him regarding Kondozi. "There have been unofficial approaches from people who said they were from government," said Moyo. Sources said Agricultural and Rural Development Authority (Arda) which took over Kondozi last year, wanted Moyo to assist in the export of produce from the farm.

Official sources said yesterday government was seeking a deal with TotalFinaElf to supply the country with 35% of its fuel needs. This emerged as President Robert Mugabe this week renewed his hunt for fuel in Libya. Mugabe, who last year said the fuel problem was giving him "headaches and stomach pains", left for Tripoli on Wednesday in a bid to resuscitate the frozen US$360 million fuel deal with Libya's Tamoil, first signed two years ago. The deal has been on ice because Zimbabwe is unable to pay. Sources said Mugabe was likely to return from Libya empty-handed unless he mortgages what his government has classified as "strategic assets" as part of the deal. Tamoil has been demanding specific assets before it agrees to revive the arrangement that guarantees Zimbabwe a year's supply of fuel. The Libyans, who last visited Zimbabwe in May in connection with the fuel wrangle, want to acquire Noczim's 50% equity in Petrozim, which it jointly owns with Lonrho. Noczim is asking US$100 million while the Libyans are prepared to pay only US$48 million.
