The Council also called on the African Union to persuade the Zimbabwe Government to remedy the suffering of its people and supported the efforts of the Church of England to encourage the UK Government to reconsider its policy of repatriating refugees to Zimbabwe. After a debate marked by compassion and concern for the people of Zimbabwe, which included hearing that a Church Army sister in Zimbabwe had written that "it is as though Bulawayo has been hit by a tsunami", the Council passed the following resolution: "The Anglican Consultative Council acknowledges the social and historical imbalance that the people of Zimbabwe have experienced in the tenure of their land, their implications the current crisis and the need for them to be addressed. However, the Council: notes with profound sorrow and concern, and condemns, the recent political developments in Zimbabwe where hundreds of thousands of persons have had their homes destroyed and have become displaced persons within their own country, and where:

Mr Nyanduga had been sent to Zimbabwe by the AU to undertake a fact-finding mission, but left the country having been prevented by the government from fulfilling this mission. The government of Zimbabwe has reportedly claimed that there were "procedural irregularities" regarding his visit. "By trying to block the work of an African Union representative through the use of blatantly obstructionist procedural excuses, the government of Zimbabwe is showing its real fear – that African Union criticism will force other African governments to finally tackle the human rights and humanitarian crisis in Zimbabwe publicly and effectively," said Kolawole Olaniyan, Director of Amnesty International's Africa Programme.

Despite the killing early this week of a white farmer, police superintendent Oliver Mandipaka denied there had been any increase in crime. "We are able to contain the situation to maintain peace and stability. We have never regarded criminals as a threat. This country is one of the safest places in the region," he said. Francis Ngwenya, president of the Hospitality Association of Zimbabwe representing hoteliers and restaurateurs said they would not be affected by the advisory because they had shifted their focus market to Asia, in line with recent calls by President Robert Mugabe.

Parliament consists of the House of Assembly and has up to a 5-year life span. The House of Assembly has 120 members elected by the common-roll electorate, eight governors, 10 chiefs, 12 presidential appointees, the Speaker, and the Attorney General. The Zimbabwean Constitution institutionalizes majority rule and protection of minority rights. The elected government controls senior appointments in the public service, including the military and police, and insures that appointments at lower levels are made on an equitable basis by the independent Public Service Commission. The judiciary is headed by the Chief Justice of the Supreme Court who like the other justices is appointed by the President on the advice of the Judicial Service Commission. The Constitution has a bill of rights containing considerable protection of human rights. The bill of rights could not be amended for the first 10 years of freedom except by unanimous vote of the House of Assembly. Zimbabwe is separated into eight provinces, each administered by a provincial governor appointed by the president. The provincial governor is assisted by the provincial administrator and representatives of several service ministries. Zimbabwe is governed by President Robert Mugabe and his Zimbabwean African National UnionPatriotic Front (ZANU-PF), which has controlled the legislative and administrator branches since freedom in 1980.

One of the leaders of the expedition, Simon Mann, who met the plane in Zimbabwe with two other men, apparently thought he had made a deal with a Zimbabwe military officer, Colonel Tshinga Dube, director of Zimbabwe Defence Industries, to buy $180,000 worth of AK47s, mortars and ammunition. However, it is widely known that du Toit, Mann and another leader of the Zimbabwe team, Simon Witherspoon, have long-standing involvement in Western-backed mercenary operations. The South African Mail and Guardian Both Mann and Witherspoon are former leaders of Executive Outcomes (EO), a mercenary outfit that was brought in by oil companies to support the present MPLA Angolan government against the UNITA rebel forces in the 1990s and played a key role enabling the MPLA to win the war. Mann, a former SAS officer with close ties to the British military, was also a founder of Sandline International, a mercenary group that supported the government of Sierra Leone against rebel forces.
