Weatherford recently spent an academic year as a Rotary Youth Exchange student in Thailand. Weatherford, a high-school graduate from Texas, said she chose a long-term program because, "I wanted to actually live as the people do and go to school just like a normal person of that country." Carey Wickham, 16, who, like Weatherford, was also a Rotary Youth Exchange student in Thailand, echoed Weatherford’s sentiment about the choice of a long-term program over a short-term program. "I figured that a short-term exchange would only give me a brief glimpse of the cultural aspects of another country, whereas a year would give me enough time to try to understand it as well as achieve a better grasp of the language," she explained. While Rotary clubs do their best to grant a student’s first choice of where they want to live and study, sometimes students are placed in a very different country. Wickham’s first choice was Thailand, and Weatherford’s was Italy. "But now I am glad that I didn’t go there!" said Weatherford.

In response to this growing popularity, youth club directors in Moscow teamed up with the JDC Jewish Education Programs Coordinator (also in Moscow), Svetlana, to organize a seminar for all FSU youth club leaders. The event, which took place in May 2003, was the first of its kind in the FSU. It was modeled after a similar conference in the Eastern and Northern Ukraine. Of the several dozen youth and student groups in the FSUscattered from Kaliningrad to Vladivostokmost are community-based, and are not affiliated with any international organizations such as The Jewish Agency, Hillel, or the Progressive Judaism Movement. Some of the groups are independent, while others belong to local Jewish community centers, cultural associations, or Heseds . As a result, the clubs are as diverse as they are successful: in Chelyabinsk a group of teens gather to create a Jewish youth literary magazine, the Jewish Youth Club at the Jewish University in Moscow combines Jewish art and education, and a few clubs in the region focus on intellectual games and informal Jewish education. While each of these youth clubs boasts its own unique programs, style and means of expressing its Jewish character, in many cases a lack of affiliation with a larger organization also means limited financial resources, no exposure to conferences or trips abroad and an absence of an organized system to train future leaders and communicate with other clubs.

Extractions: It was the first time they had ever come together: All directors of spontaneous, community based, JCC student youth centers. By the end of the seminar not only were the student directors great friends but they had established an association of student youth club centers in Northern and Eastern Ukraine. Not a small accomplishment for a group of fifteen leaders in their 20's. Throughout the two-day seminar they shared similar experiences that shaped their Jewish identity in Soviet Russia. Anna, from a small town in Eastern Ukraine, shared a story about the first time she felt her Jewish identity: when she was a little girl she was kicked out of the sandbox where she was playing with a friend because she was a 'Jew'. The leaders shared their most successful programs with each other, giving suggestions and problem solving as they went along. These presentations culminated into a clearly defined guide to planning a successful student youth club program. As the group discussed their group identity, whom they represent, their vision, and how they can help each other, the idea of an Association sprang-up. After a discussion about the idea, the student leaders voted on a chairman and began defining goals and ways the association will be able to assist them to manage their youth clubs in their communities. The goal of the Regional JCC Student Youth Club Association was decided: to join youth clubs together from Northern and Eastern Ukraine to help them develop in their communities. Some of the tasks that the association will help them with are: creating a program bank, regular meetings (each time to share a different subject), regional programs, development of new programs, inter-city programs, foreign relations, professional training for leaders (Judaism, music, art, etc.), new outreach method research, and organizational consulting.

Extractions: Introduction The Federation of Western Australian Police and Citizens' Youth Clubs (Inc.) (PCYC) was formed in 1941. On formation, the organisation was known as the Police Boys' Clubs, later changed to Police and Citizens' Boys Clubs to recognise the citizens' contribution and in 1957 again changed to Police and Citizens' Youth Clubs to recognise female membership. The organisation is an incorporated and registered charitable body working within the guidelines of a Constitution with policy directed by a Council of Management. The Council of Management comprises senior police and prominent members of the business community, and is chaired by the Commissioner of Police. PCYC is a joint partnership between the Western Australian Police and the community to provide a service to the youth of Western Australia. Each Club has its own Management Committee and is required to conduct its affairs within the requirements of the Constitution and Policy set by the Council of Management. All Clubs have financial autonomy and the responsibility to finance their operating costs, acquisition and maintenance of buildings, extensions, buses, equipment etc. Major ongoing expenses include power, telephone, cleaning, administration costs, wages (instructors), repairs and replacing of equipment. Insurance is a major expense as the Federation is required to have substantial Public Liability and associated policies. Since 1941 PCYC has been meeting the needs of young people across this state, through activities aimed at developing citizenship, fitness, honour, loyalty and friendship.
