Extractions: FOR IMMEDIATE RELEASE Dec 10, 2004 Groups Form Coalition to Tackle Issue of Justice for Texas Minority Youth Houston, TX â At a news briefing on Thursday, December 16, a group of community- and faith-based, youth advocacy, and civil rights organizations will discuss growing concerns with the Texas juvenile justice system including the overrepresentation and overincarceration of African American and Latino youth. The briefing will be held in the auditorium of the Tejano Center for Community Concerns, 2950 Broadway, beginning at 11:30 a.m. From 1999 to 2004, Latino and African American youth have consistently been overrepresented in the Texas juvenile justice system. In FY04, Hispanic and Black youth made up 46% and 31% respectively of the new commitments to the Texas Youth Commission. At 18 - 21 they have "come of age" according to New York's foster care system and are expected to fend for themselves. These kids have dreams and aspirations ... to be teachers, doctors, graphic artists, accountants, pastry chefs. They have strengths and talents to be productive citizens, take responsibility, participate in a community. They have hopes of owning their own homes one day, having a family, living a good life. But according to studies, within a year 33% will be homeless, 50% unemployed, 25% arrested or incarcerated or on public assistance. Why? Because while the foster care system housed and fed them, no one showed them how to plan their future. No one reinforced their ambitions, or encouraged them to continue their education as a means of realizing their dreams. In fact, many are released from foster care without so much as a place to live, or any idea of where or how to go about getting a job. Youth Advocacy Center is changing that. In after-school seminars, these young adults are taught skills to address the challenges that await them. How to set career goals and map a route to reaching them. How to research and analyze prospects in their chosen field. How to identify possible allies and create a strategy to enlist their help. How to inventory their strengths and weaknesses ... to present themselves positively and confidently, both in writing and in person. How to deal with the setbacks and rejections in life.

Extractions: INDEPENDENT LIVING Disabled Youth Advocacy Teams in Russia By Marc Behrendt, World Institute on Disability The All-Russian Society of Disabled People (ARSD) affiliates in Krasnodar, Perm and Novgorod regions and in the Republic of Komi have launched teams of disabled youth activists to promote inclusion for people with disabilities in their communities. With financial support from the US Agency for International Development and the British Know How Fund, Moscow's Society of Disabled People "Perspektiva," the World Institute on Disability and Britain's Derbyshire Center for Integrated Living have collaborated on developing a replicable strategy for empowering youth with disabilities. This collaboration of Russian, British and US disability organizations has recruited and trained a cadre of 46 young disabled activists in 7 cities. They are providing disability awareness training in Russian public schools, writing articles, soliciting local media coverage and conducting disability awareness workshops for local NGOs, businesses, and government officials. Additionally, the youth teams are outreaching to other youth with disabilities through peer support groups and self-advocacy training. The All-Russian Society of the Disabled identified serving young people with disabilities as one of its priorities in Program of Action for 1997-2001.
