Coleman took him under his wing, as he did many others; encouraged him to study, and helped him find a niche at school. In fact, Kjartan credits much of his successes he has obtained in his lifetime to John Coleman. In 1950, VEND funding was cut and Kjartan went to work for Honeywell in Minneapolis as a quality control inspector. But it was in 1952 when he made his most dramatic career change. He interviewed in Washington D.C. with Dr. John Wright, Assistant Commissioner for Vocational Education, who is considered one of the three grandfathers of vocational education. Under President Truman's Point IV Program, Wright had been assigned by the U.S. Government to organize vocational training sites in foreign countries and see that vocational education was improved. Kjartan was hired on the spot by Wright and was sent off to South America to set up the first site.

School-to-work transition initiatives offer a promising approach to this issue and require major school restructuring. OVERVIEW: A report by the Commission on the Skills of the American Workforce, America's Choice: High Skills or Low Wages! (1990), states that "America may have the worst school-to-work transition system of any advanced industrial country." (p. 4) The curriculum of the typical American high school is geared toward preparing students for four-year colleges and universities. Lynn Peters, director of Business-Education Partnerships for the Fox Cities Chamber of Commerce and Industry, discusses how high schools in Wisconsin often direct most of their efforts toward the 25 percent of kids who graduate from college. Extractions: The determination of taxable revenue for sales tax purpose is the responsibility of each department within the University System. Each department should carefully review its procedures to be sure that all required sales tax is collected and reported. Collecting the state, county and stadium sales tax and showing it correctly on the Report of Registrations and Collections (RRC) and the invoice forms is a responsibility of the department that has generated the revenue. Cashier Services will forward the information received from those departments to the Peterson Processing Center, which in turn will provide the information to the Department of Revenue. Tangible personal property and services that are subject to the 5% state sales and use tax are also subject to the 1/2% county sales and use tax where counties have adopted this tax and the 0.1% stadium tax in the five Wisconsin counties that have adopted that tax (see Appendix 1 for a list of these counties). The county and/or stadium tax may not be imposed on any types of personal property or services that are not subject to the 5% state tax. If property or services are exempt from the 5% state tax, they are also exempt from the 0.5% county tax and the 0.1% stadium tax.
